POLITICAL VIOLENCE AND A CULTURE CRISIS IN AMERICA

ABOUT CULTURE

Culture is a powerful and pervasive force in any organization. An “organization” can be a small team of two or three individuals or it could be the entire United States of America.  

We know that every individual has a definable personality; bubbly, solemn, introverted, optimistic, the list is long.  Culture is like the personality of an organization; caring, harsh, entrepreneurial, bureaucratic; again, a long list.

Any organization can define a culture they want and work to make it a reality. Or they can avoid the issue completely and just let it develop on its own, for better or worse.

In the 1990s a new culture in America began to emerge.  It started with a new meaning for the word “spin”. When a potentially negative issue emerged, the Clinton White House would “spin” the issue to make it look as though someone else was to blame. The blame game took root, grew and migrated to the U.S. Congress and transformed it into today’s blame everything, dysfunctional, grid locked, hate-mongering organization.  And then it spread across the country. Today we have an engrained culture of blame. 

As if blame is not bad enough, it has now doubled down with the logical addition of hate.

Hate: “to dislike intensely or passionately; feel extreme aversion for or extreme hostility toward; detest.”  But that definition is no longer sufficient as it applies to the culture of America today.  The hate factor is going way beyond “extreme aversion” and is trending toward desire for or at least acceptance of political violence.

HOW AMERICANS FEEL ABOUT POLITICAL VIOLENCE.

Following the assassination of Charlie Kirk, polling organizations have been busy collecting data to define how Americans feel about political violence. Some finding by a number of polling organization over the past few days:

  • 57% of Americans believe political violence is a major problem.
  • 29% believe it is a minor problem.
  • 78% believe political violence has been increasing. When polled in June 2023 the figure was 58%. In the first six months of 2025 the U.S. experienced about 150 politically motivated attacks, nearly twice as many as over the same period in 2024.
  • 63% said the way Americans talk about political issues does “a lot” to encourage violence. 79% see declining tolerance.
  • A survey by YouGov following the death of Charlie Kirk found these disturbing statistics. A solid 34%, identified as very or somewhat liberal said the death of a political figure they disagree with is “always or usually acceptable.”  Add to that another 42% of the very liberal or those simply identifying as liberal believe violence can be “somewhat justified.” That is an astounding 76% of liberals believe political violence is “always or usually or somewhat justified.” Compare those numbers with 9% of conservatives who have the same beliefs.

WHY HAS HATE TAKEN CENTER STAGE IN OUR NATION TODAY?

We are in the process of defining the depth and breadth of the hate in our country today. That journey inevitably takes us to a consideration of the role of goodness in America today. 

This is not a new issue.  In 1831 Alexis de Tocqueville, a 19th century French diplomat, political scientist, and historian, came to America to see for himself what this new country called America was all about. He is best known for his two-volume work “Democracy in America”, published in 1835 and 1840, in which he offered his observations on American politics, society, and culture gleaned from his travels across the U.S. in 1831-32. Widely attributed to de Tocqueville is the following:

“Not until I went into the churches of America and heard her pulpits flame with righteousness, did I understand the secret of her genius and power. America is great because America is good, and if America ever ceases to be good, America will cease to be great.”

Polling results tell us that 71% of Americans agree that, “American society is broken.” Civil discourse, agreeing to disagree and the golden rule are becoming a thing of the past.

CAN WE RESTORE GOODNESS IN AMERICA?

The short answer is maybe.  But to do so we have to first define the problem.

Babies are not born with hatred in their little hearts. They know nothing of the concept of disrespect and bigotry. But they will learn hatred, bullying, the use of vindictive language and disregard for civil discourse at home, in school, by observing our politicians and from the media. A culture of hate is already on track to become a generational problem, just like a culture of segregation was for 100 years.  

Can we institutionalize a solution?  Yes, it can happen by patiently and deliberately preventing our young people from learning hatred and disrespect by teaching them something different.  This can be done with a daily dose of character training.

Sometimes I find it instructive to look at issues by putting them on a spectrum of behavior; that is, look at the polar opposites.  Good/evil. Selfless/self-serving. Accountability/blame. Then there is today’s issue with hate on one end of the spectrum and on the other end is accountability, trust and respect. We simply have to get on the correct side of the hate spectrum.

Will a fix for this enormous problem come out of the Congress?  Impossible, simply because they are a huge part of the problem and are unable to change.

Can a fix come out of the White House?  Yes, and when presented the hate-mongers in the Democrat leadership will immediately label it fascist and racist, then it will be picked up by mass media and falsely editorialized just as they have done with the majority of positive initiatives President Trump has initiated.

IS THERE A VIABLE CONCEPT OF OPERATIONS TO ACCOMPLISH THIS?

Yes, it has been presented on Rip McIntosh’s website in various forms over the past few years.

WE MUST ACCEPT THAT THERE IS NO QUICK FIX TO A NATIONAL CULTURE CRISIS.

We need to become comfortable thinking in terms of a generation to institutionalize change and get where we all have the opportunity to be all we can be/should be every day. 

Today, hate and blame are broad-based and deeply ingrained in adults throughout our society.  There is no way to fix them. The solution will only come if we change what our youngsters learn, how they think, what they believe in and how they behave and institutional change from the bottom up. 

The good news is this concept of operations does not need federal or state masses of bureaucrats with their reems of regulations and the equally good news is, it is free. 

CAMPAIGN HOME ROOM PROVIDES A WAY FORWARD

 First, who will be involved in some way in this campaign?

  • 130,000 K-12 public and private schools
  • 50 million K-12 students
  • 180 million adults with a school-age child
  • 4.5 million teachers
  • 2 million Home Room volunteers, (more on that in a moment)
  • Over 200,000 Superintendents, Principles and Education Board members

That’s over 80% of adults in America involved in some way with this campaign.

The plan is for 50 million kids to be in a Home Room class at 0800 every school day for about 20 minutes with a volunteer instructor. They will discuss values and character.

More good news, President Trump campaigned on fixing education in America. 

The very bad news is that the National Assessment of Educational Progress, known as “the nation’s report card,” reported their national 2024 survey findings for 4th, 8th and 12th grades. The results in all grades, all subjects are pathetically low. One example here to make the point; “only 22% of our high school graduates today are proficient in math.”  Stated another way, “78% are not proficient.” Some findings in other subjects are even worse.

The important point is that Campaign Home Room a twofer; transform the nation’s culture and fix education all in one simple, no-cost program.

WHAT DOES CAMPAIGN HOME ROOM CONSIST OF?

  • At 8 a.m. on every school day, in every school in America, every student will be in a classroom with a volunteer instructor for character development.
  • The curriculum is: ACCOUNTABILITY, CITIZENSHIP, COMMITMENT, COMPASSION, COURAGE OF CONVICTIONS, COURTESY, CONFIDENCE, HEALTHY HABITS, HONESTY, HONOR, HUMILITY, INTEGRITY, JUDGMENT, LEADERSHIP, MORALITY, PERSEVERANCE, PUNCTUALITY, RESPECT, RESPONSIBILITY, SELF-RESPECT, SELFLESS SERVICE, SPORTSMANSHIP AND TRUST.
  • There will be three versions of the curriculum; elementary K-5, middle school 6-8 and high school 9-12. 
  • Each class will consist of a mix of race and gender students. That group will remain unchanged (except for departing and new students) for every school year. This is part of the power of the Homeroom concept of operations.
  • Over the years, each student will develop deep feelings and respect for their Home Room mates.  Over time Home Rooms will have names, mascots, tee-shirts, a website, competition with other Home Rooms, an unshakable identity, peer pressure and peer support.  “I have your back” will become an unspoken pledge from each to all. That group of about 20 students, will become their “gang.”
  • Bullying has always been a problem for youngsters and seemingly more so today with the availability of social media.  Home Room will bring bullying to its knees. One of the most powerful subjects in the Home Room Character Curriculum is respect. By their very nature, bullies do not respect others or authority.   With respect imprinted on the soul of every youngster and emphasized day after day, year after year throughout their student careers, it is doubtful that bullying will even be a mentionable problem in the future
  • Out of this will come an overpowering culture of ACCOUNTABILITY, RESPECT AND TRUST.
  • Truancy is an enormous problem in this country and is the super highway to dropping out of school. An estimated 725,000 students in the United States discontinue their high school education each year; that is over 4000 each school day. Over 80% of prison inmates are high school dropouts. With the bond built among a group of Home Room kids over the years it will not be easy to bring one’s self to skip school or drop out. Accountability will become a powerful way of life for every student. 
  • All of the information and impressions from Home Room will link right into the days’ classroom work.
  • Just imagine the impact Campaign Home Room can have with 50 million youngsters standing with their hand over their heart reciting the Pledge of Allegiance and then participating in a substantive discussion about one of the subjects in the Character Curriculum every school day and then adjourning to their class rooms to live/be/do/demonstrate those values.  What could be more powerful?
  •  Home Room will be a game changer and there is no cost.

WHO ARE THE HOME ROOM VOLUNTEERS?

The essence of Campaign Home Room is decentralized execution.  Each individual school Principal will be responsible for finding a handful of volunteers and that should not be a problem.  For example, there are about 70 million Baby Boomers retiring at a rate of about 10,000 per day and many are looking for something interesting, meaningful, and challenging to do in retirement. 

Tap in to local organizations and churches for help: Kiwanis, Lions Club, Chamber of Commerce, VFW, American Legion, AARP, Shriners, Country Clubs, etc.  Get them to sponsor an entire school and provide all the Home Room instructors.  Easy to do and retirees bring a wealth of knowledge and experience for the mentoring of youngsters. 

Additionally, there are almost two million retired military men and women across the country.  They all have three things in common: they are proven leaders, they are teachers and they have spent their professional lives in a fully integrated and value-based organization in which they operated daily immersed in a culture of ACCOUNTABILITY, TRUST AND RESPECT.  They have the perfect skill set to administer the Home Room Character Curriculum. 

True story. A few years ago, I was invited by the paster of a large church in my community to speak at the Wednesday church supper gathering of about 75 folks. I presented a twenty-minute presentation about the concept of Campaign Home Room and 10 minutes of Q and A.  About a week later the paster called to thank me. He also reported that there was a lot of positive talk around the church about Home Room. He told me that if I could get Campaign Home Room started in our local school system, he already lined up about 300 volunteer instructors from the church. Yes, communities with step forward.

WHAT TO DO NOW?

President Trump should assemble all of the Governors to explain in detail the concept of operations for Campaign Home Room.  He should point out that there will no need at the federal or state levels for bureaucrat oversight, for regulations or for funding. Every Governor should introduce the program and from there it can be completely implemented by a decision from local School Boards or by an individual Superintendent or by an individual school Principal.  At whatever level this program is activated, it can be successful, it will make a positive difference and it will be transformative for the communities involved. 

Youngsters who are committed to youth organizations such as Scouting, First Tee, Boys and Girls Clubs avoid joining gangs or becoming bigoted because they have developed a positive value base.  They have learned accountability; they trust each other and respect authority.  But these great programs only touch a fraction of the kids.  We have to teach values to every youngster in the United States for generations to come.

 DOES CHARACTER EDUCATION REALLY WORK AND MAKE A DIFFERENCE?

Usually with a new unproven concept, the nay-sayers can overwhelm all the positive projections. We are fortunate to have proof of concept today with 28 years of data to back up its success.  

The First Tee is a national non-profit organization devoted to teaching their “Nine Core Values” (respect, honesty, integrity, sportsmanship, confidence, responsibility, perseverance, courtesy and judgment) plus Nine Healthy Habits and introduction to the game of golf.

First Tee mission is, “to impact the lives of young people by providing educational programs that build character, instill life-enhancing values and promote healthy choices through the game of golf.”

The desire to understand how character training impacts young people prompted The First Tee to sanction a study by an outside group of highly qualified researchers.  It began in 2003 with a snapshot look at the program with the following results:

  • Communications skills…..74% positive, 24% no change, 2% negative
  • Confidence.……………………76% positive, 22% no change, 2% negative
  • Responsibility…………………74% positive, 24% no change, 2% negative
  • School grades………….….….52% positive, 44% no change, 4% negative
  • Social skills………………………66% positive, 30% no change, 4% negative

With these impressive results First Tee then sanctioned a four-year study, 2005-2008 with the following findings:

  • 73% of The First Tee participants were retained in the program from year one to year four of the research.  This retention rate is impressive given the average dropout rate per year is about 50% in other youth organizations. 
  • Year one:  Character training impacts the lives of students quickly.  During year one the participants declared there was a positive life skill transfer to school work (100%), a job (35%), friends (60%), activities (30%), family (85%) and sports (70%). 
  • Year two:  First Tee participants were compared to youth in after-school activities without a life skills curriculum. The First Tee youth scored higher than the comparison group on use of general life skills including goal-setting, taking initiative and managing their emotions, as well as on most measures of transferring life skills and demonstrating positive character traits. These differences between First Tee youth and the comparison group were statistically significant.
  • Year three:  73% reported high confidence in their ability to do well academically.
  • Year four:  In each of the four years of the study, 100% of First Tee participants identified school as a setting in which the character training transferred positively.

The best feedback I can report to you is what has been relayed to me in conversations with teachers while working with First Tee national staff as well as with a local chapter.  While every teacher was initially skeptical about using 20 minutes of valuable school time each day, every teacher reported that to their surprise and delight within just a few weeks their students changed; became more attentive, more polite, more cooperative and more accountable.  Music to my ears.

At some point, perhaps in the sixth grade, a Home Room student will suggest to her mates that they challenge the other Home Rooms to a grade-point-average competition.  At that point that school just reached the Promised Land. 

This nation does not need a pilot program to test character training; we just need to execute.

MAXIMUM CENTRALIZED PLANNING, MAXIMUM DECENTRALIZED EXECUTION IS A PROVEN CONCEPT FOR MOST ORGANIZATIONS

Fortunately for Campaign Home Room the centralized planning does not consist of thousands of federal and state bureaucrats; there should be zero. The “centralized” planning can be limited to the promotion of  the concept by the most senior leaders in the nation, the President and 50 state Governors.

Maximum decentralized execution is from the County/City Board of Education Chairperson on down through the Superintendent to the school Principals.  There is no requirement for thick pamphlets dictating rules, regulations and reporting requirements; this concept of operations is the basic plan. 

With decentralized execution of Campaign Home Room, the local county/city populace will soon come to understand that the accountable officers, the Superintendent and the School Principals, are right there in their community and are not some nameless, faceless bureaucrat in Washington DC or at the state capitol.

THERE ARE TWO TYPES OF PLANNING PROCESSES, DELIBERATE AND CRISIS.

Deliberate: we would take a couple years turning over every rock working our way through phases one through five.  Time would be on our side. We could begin with character training in every kindergarten. The following year Home Room with the first grade and the new kindergarten.  Continue on adding at kindergarten each year until, after 12 years, every school in the country is conducting daily Home Room character training K-12. 

But we are a nation in crisis.  Crisis demands action. By the beginning of next school semester. By next month. Or by next week. Yes, it can be that doable, that necessary.

Note to County/City Boards of Education, Superintendents across this nation and School Principles, don’t debate it, don’t study it, just do it, do it now, let it grow, innovate as you go.  Be the example, give every kid under your responsibility the opportunity to be all they can/should be going forward. Be brave, believe in yourselves and your organization.

Attack the crisis. Be so confident in your capabilities that you can stand up, all at once, Home Room in every grade on day one K-12.  Yes, the 12th graders will only get

Fact: Change can be difficult. Change can be scary and sometimes even dangerous.  But sometimes change is so necessary leaders will willfully step of into the unknown because the crisis demands it. Build it and be proud of your accomplishments. If you are afraid to go where your school has never gone before, believe in your leadership abilities, believe in yourself and be proud as you rise above the fear.

HOW WILL WE KNOW IT IS WORKING?

We will begin to see “it”; more importantly we will begin to feel “it.” (Character Curriculum is in bold)

  • Accountable students do not resort to blame.
  • Students who are steeped in commitment, confidence, perseverance, punctuality and responsibilitydo not skip school, fall behind or drop out.
  • Students who are deeply rooted in trust and respect will strike down bullying and are unlikely to become racially bigoted adults.  And they will believe the famous words of Martin Luther King, “……they will not be judged by the color of their skin, but by the content of their character.” 
  • Students who are compassionate, courteous, honorable, good citizens and demonstrate the courage of their convictions do not join violent street gangs.
  • Students who have accepted honesty, morality and integrity as their guiding light will likely be life-long upstanding citizens.
  • Students who understand, live and accept a life of selfless service are unlikely to become self-serving adults.
  • Students who have an understanding that there is a lot they don’t yet know and even part of what they believe they know might be incorrect, have the quality of humility. 

  • Students who understand self-respect recognize that they are now better than they used to be and can be counted on in times of temptation because they are morally strong and dependable. 
  • With this value base, students across the nation are more likely to exercise good judgment and become great leaders.

Home Room will make every youngster a better student and a better person. Keeping up becomes important, dropping out becomes unthinkable.

CONCLUSIONS

WE CAN FIX THREE THINGS ON A NATIONAL SCALE ALL AT ONCE

  • Vastly increase proficiency levels in all grades, all subjects.
  • Vastly improve race relations everywhere in America.
  • Institutionalize a culture (ACCOUNTABILITY, RESPECT AND TRUST) that will transform America and make it great again by first making it good again.

“We the people”, those first three important words of the U.S. Constitution, we the people have to start over.   We have to begin with the kids; little kids. And “we the people” have to work it hard for a generation.  If goodness, and hence greatness, is to be regained for this country, it will be accomplished one youngster at a time through character education in our schools.

The “have” parents will begin to use the word, “transformational” when describing their kids’ educational environment. The “have not” parents will begin to ask, “why don’t our schools have character education?”  And when they do begin to ask the hard questions, they will not be addressing some nameless bureaucrat in Washington, they will look to the Principal, the Superintendent, the Education Board members or the Governor they voted for. Social media can move character education through the nation’s conscience like a raging wild fire. 

This campaign isn’t just about political violence or antisemitism or anti-ICE operations or multi-arrest violent criminals walking our streets Those are just individual manifestations of the greater, deep-seated, rapidly spreading, nation-wide culture of hate and blame.  Deciding on and initiating a lasting transformational solution NOW is of critical importance. We have a crisis and doing nothing is a huge mistake that we will live to regret if we survive as a nation.

BOTTOM LINE

This is still the land of the free, make your school the home of the brave.

CONGRESS, THEY ARE DOING IT AGAIN

The August work period, four weeks for the Senate, five for the House, is the longest stretch of time during the year that members are away from Washington. So what?

The so-what is that year after year they either can’t remember the disaster of the previous year or they just don’t care. September will be a complete failure and if history tells us anything it will also be a disaster for the country they are there to serve.

CONGRESS’ MISSION

The U.S. Constitution states that “No money shall be drawn from the Treasury, but in Consequence of Appropriations made by Law…” This is what gives Congress the “power of the purse.”

Given Congress ’priorities, first and foremost, they must produce annual spending allocations in accordance with the President’s budget proposal.  The on-going budget/allocation process is for fiscal year 2026 beginning on 1 October 2025.

THE ANNUAL BUDGE/ALLOCATION TIMELINE 

Title III of the Congressional Budget Act of 1974 establishes a specific timetable for the congressional budget process. Here are five key suspense dates from that law.

  • First Monday in February: “The President submits his/her budget to Congress.” Here is the first problem.  It is unlikely that a newly inaugurated president will have reviewed and approved the months of work by the Office of Management and Budget and have it ready to submit to Congress two weeks after the inaguration.  Why has this not been changed in the past 50 years? Biden sent his first budget to Congress on 27 May, 2021 and Trump’s was sent on 2 May 2025.
  • 15 February; “Congressional Budget Office submits report to Budget Committees.”
  • 15 April: “Congress completes action on the current resolution on the budget.”

What is “resolution”? The House and Senate budget process involves both chambers creating a budget resolution that outlines spending, revenue and deficit targets for the federal government for a specified period.

Comment:  Congressional ineptitude begins to negatively impact the budget  process because they choose to disregard protocols and standards. For example, in six of the seven fiscal years, 2014-2020, Congress never adopted a formal budget resolution at all.  This indiscipline represents the beginning of the downfall of the entire annual budget process.

  • 15 May: “Annual appropriation bill may be considered in the House.
  • 30 June: “House completes action on annual appropriations bills.” That is not a suggestion, that is the law; completely ignored by every leader in Congress.

THE 12 APPROPRIATIONS BILLS

  1. Transportation, Housing and Urban Development and related agencies.
  2. State, Foreign Operations and related programs.
  3. Military Construction, Veterans Affairs and related agencies.
  4. Legislative Branch.
  5. Labor, Health and Human Services, Education.
  6. Homeland Security.
  7. Financial Services and General Government.
  8. Energy and Water Development and related agencies
  9. Defense.
  10. Commerce, Justice, Science and related agencies.
  11. Agriculture, Rural Development, Food and Drug Administration
  12. Interior, Environment and related agencies.

As of July 25, 2025 the House has approved 9 of 12 bills out of committee and has passed 2 of 12 appropriations bills on the floor. The Senate has approved 6 of 12 bills out of committee but none have been considered on the floor. Neither Chamber will be in session during August.

What is the likelihood of passing the 12 appropriations bills by 30 September?  History tells us, “Slim and none and Slim just left town.”  

HISTORY OF CONGRESS’ INEPTITUDE

  • The Pew Research Center and the U.S. Senate Committee on the Budget have verified, “Congress completed appropriations before the start of the fiscal year only four times in the past 40 years. The last time Congress completed all bills on time was in 1996.”
  • Following passage of all appropriation bill on time Sept. 30, 1996, “from Sept 1997 through Sept 2024 Congress has not passed more than five of its 12 regular appropriations bills on time.”
  • Congress has passed continuing resolutions to keep government agencies running between budgets, “In all but four of the last 40 years.”

CONTINUING RESOLUTIONS

Failure to pass the appropriation bills on time results in passing continuing resolutions (CRs) or shutting down the government.  Congress has used CRs in 45 of the 49 fiscal years, 1976-2025. In FY 2013 a full-year CR covered 7 of the 12 budget appropriations. This is unacceptable institutionalized irresponsibility and ineptitude.  The system is seriously broken because of the failure of the senior leaders, House Speaker, Senate Majority Leader and Appropriations Committee Chairpersons.

Continuing Resolutions generally continue the previous year’s appropriations at the same levels. Therein lays a huge problem.

Just for a moment consider the John Q. Public family around the kitchen table discussing their next year’s budget.  Dad, “It’s a relief that we no longer have a monthly car payment.” Mom, “Yes, it is but we are going to have to find additional savings with the twins starting college this fall.” Etc. etc. The illustrative point is that there can/will be significant changes that will make perhaps huge differences in what the budget is to do for/to the family.

When the Congress is forced to pass perhaps multiple continuing resolutions, they are likely wasting tens if not hundreds of billions of dollars by continuing to “make the monthly car payment” when it is not required. Additionally, the continuing resolution will not address/fund critical issues the country needs and was expecting to get (tuition for the twins). Again, hundreds of billions of dollars are involved. The most serious situation is when an entire fiscal year budget is covered by a CR.  This has happened 15 times since 1977. Congressional ineptitude and lack of accountability is not a new phenomenon.

CRs have become a regular tool for Congress, which repeatedly struggles to complete the annual appropriations process on time: Congress has enacted at least one CR in all but three of the past 47 fiscal years. From 2010 to 2022, policymakers passed 47 continuing resolutions ranging in duration from one to 176 days. From FY1998 to FY2023, an average of five CRs were enacted each fiscal year and as many as 21 were implemented in a single fiscal year, 2001. In the 21st century, Congress has used CRs to provide funding for federal agencies for an average of five months each fiscal year, though lawmakers have also passed full-year CRs.

Continuing resolutions are a too-often a crutch that Congress uses to cover for it failed organization and failed products that are required by the Constitution in general and more specifically by law.

Also consider that passage of a CR is not a given. All funding measures, including Continuing Resolutions, need 60 votes in the Senate for passage. There are no guarantees right now of Democrat support in that they have demonstrated they would rather cast against anything President Trump wants/needs than one for the greater good of the country.

CONCLUSIONS

First of all, the members need to think about serving in Congress as a full-time job.  From 2001 to 2018, the Senate spent an average of 165 days in session each year and the House spent an average of 140 days in session; less than three days average per week. 

The Congressional leadership have, for decades, disregarded the timelines directed in the Congressional Budget Act of 1974. There is no reason to believe they will not do it again this year.

Congress has used CRs in 40 of the last 44 fiscal years. In FY 2013 a full-year CR covered 7 of the 12 appropriations. It has been 23 years since all of the appropriations bills were passed prior to the beginning of the fiscal year.  In the past 43 years there have been an average of 4.6 CRs per fiscal year.  This is what one would call unacceptable institutionalized ineptitude. And when we look today at their priorities, they are all on a month-long vacation instead of working the 12 appropriations bills.

One could conclude that our Congress is a classic example of the old saying, “If you always do what you have always done, you will always get what you always got.”.

Disregard for any semblance of discipline or accountability by our Congress is leading them down the path of needlessly wasting taxpayer money and completely failing in their specific mission.

BOTTOM LINE

An organization without a pillar of accountability is unlikely to have a culture of respect and trust.  And without that the organization will fail. Our Congress is a failed operational organization in so many respects to include producing an annual budget.

An organization that takes the same unsuccessful path year after year is a failed organization.

An organization’s leaders who cannot learn from their failed past are not fit for continued duty.

An organization that continues decade after decade to attempt to operate without a set of operational standards is a failed organization.

Am I being too harsh?  Well, let’s see what the American people think:

Since 1973 Gallop has published the results of an annual poll which seeks to list, in order, the organizations in which we-the-people have confidence.  The results from June 2024: “A Great Deal/Quite a Lot of confidence” in Congress, 5% and 57% “Very Little/No Confidence.” Of all the institutions considered, Congress is dead last.   

In a survey of the most/least respected professions, Congress is dead last.  “Low/very low respect” 58%, “high/very high respect” 8%.

How did Congress do in a published survey on honesty and ethical standards?  You guessed correctly, Congress is again dead last.

Given what we-the-people think about Congress, one would expect the Congressional leadership to at least consider institutionalizing some positive changes.

The official Congressional 2025 calendar shows 14 work-days in September.  Does anyone believe we will have a completed budget by 30 September? It’s likely déjà vu all over again.

Final thoughts:  if those in Congress believe they must have an entire month off every year, what about February?

Also, should we seriously look at the pros and cons of publishing a budget every two years?

THE STATE OF THE UNION

We are a divided nation.  Our daily lives are filled with a generous dose of blame and hate from various factions, politicians and the national media on a wide range of issues, including race, gender, politics, education, the environment, crime, national security, public policy and foreign policy.  In spite of all that, the United States of America is still the best place on earth.  But that does not mean there is not room for improvement.

NOTE TO PRESIDENT TRUMP

Mr. President, you now have permission from the Supreme Court to dismantle the Federal Department of Education as you promised you would, you have announced that education must get fixed and that you will be personally involved.  While all that is good news, do you have a specific plan to achieve nation-wide Academic Excellence that we so desperately need?  

This document contains a complete Concept of Operations for a long-range strategic plan to not only transform education but in the process transform America to a dramatically different State of the Union.  

There are six key short-hand questions that can briefly describe what a long-range strategic plan is all about; answers to who, what, when, where, why and how? For this particular plan:

  1. WHO?  Every school, every classroom, every student K-12 will be involved.
  2. WHAT? To be completely engulfed in a Concept off Operations that will create an overwhelming, embracing culture of national academic excellence and in doing so transform America into a culture of Accountability, Respect and Trust.
  3. WHEN? You can cause the entire country to begin the Execution Phase in 12 months.
  4. WHERE? In every classroom in the country.
  5. WHY? Because a Recent Gallop poll reported that 73% of Americans are dissatisfied with K-12 education results. Unlike the Congress, you, Mr. President, listen to the American people and then takes action when necessary. Also, because less than one third of school kids in America are proficient in reading and math.
  6. HOW? Fix it from the bottom up at zero expense to the taxpayers.

WHY HAS PRESIDENT TRUMP TAKEN ON EDUCATION REFORM AS A MAJOR ISSUE?

  • Recent Gallop poll reported that 73% of Americans are dissatisfied with K-12 education results. Unlike the Congress, President trump listens to the American people and then takes action.
  • The National Assessment of Educational Progress, NAEP reports on 4th and 8th grade education proficient level every two years and 12th grade every four years. NEAP is referred to as “the nations report card.” They test all subject areas but let’s use reading and math results as illustrative examples. Since reading is foundational to all subjects; failure to read well keeps students from accessing information and building knowledge across all areas.
  • NEAP 2024 report shows that FEWER THAN ONE THIRD OF STUDENTS NATIONWIDE ARE READING AT “PROFICIENT” LEVEL. “Proficient” means consistently understanding written test and interpreting its meaning; that a student has demonstrated competency in applying such knowledge to real-world situations. Stated another way, millions of high school “graduates” every year are functionally illiterate. Throughout the U.S. 20% of high school graduates are unable to pass the test to enter the U.S. military.

HOW BAD IS THE “BELOW-PROFICIENCY” ISSUE?

PRE-COVID NAEP REPORT CARD: In 2019 NAEP tested 150,600 grade 4 students, 143,100 grade 8, and 26,700 grade 12 students and reported the findings.  Here is a summary pulled from a very large comprehensive report:

READING:  The assessment measures reading comprehension by asking students to read selected grade-appropriate materials and answer questions based on what they have read.

NOT proficient:                         59%                   66%                     76%

MATHEMATICS: The assessment measures both mathematics knowledge and the students’ ability to apply their knowledge in problem-solving situations.

Other subjects were even worse.  For high school seniors 88% NOT proficient in history, 77% NOT proficient in writing ability and 78% NOT proficient in science.

If we had to put a grade on this NAEP finding, it’s clearly an “F”. Any other organization with those results would be out of business; but unfortunately, it is consistent with government-run operations.

MORE BAD NEWS

  • According to ELEVATE USA, on average, over a million students drop out of high school in the U.S. every year; that’s 5-6,000 every school day thereby creating a linkage to a life of crime and/or welfare. The U.S. high school dropouts commit about 75% of the crimes. About 75% of prison inmates do not have a high school diploma.
  •  “Dropout factories” refer to high schools with less than 60 percent graduating seniors when compared to the number of freshmen. Of the 26,727 public and private high schools in America, almost 2,000 graduate less than 60% of their students. Those dropout factories account for over 50% of the students who leave school every year. One in six U.S. students attend a dropout factory.  One in three minority students (32%) attend a dropout factory compared to 8% of white students.
  • Habitually, when concern over education achievement reaches a critical point, we, the federal and/or state governments, throw money at the problem, and/or increase the number of bureaucrats involved and/or publish more regulations. This has not, is not, will not fix the problem. President Biden’s Dept of Education budget requests were $79.2 billion, FY 2023 and $90 billion, FY 2024
  • High school graduation rates vary by state from 82% to 96%.  But that does not necessarily tell the whole story because it is a fact that some states have lowered the standards for graduation in order to achieve a higher number.
  • More snapshots that illustrate the problems in government-run public schools: 

Providence, RI:  Only 5% of eighth graders are proficient in math. 

Newark, NJ: 21% proficiency in math.

North Carolina: From NAEP 2022 testing, 68% of North Carolina’s fourth-graders were not proficient in reding.

Wisconsin: Black American eighth graders perform only slightly better than white fourth graders in reading and math. 

In 2021, multiple California school districts dropped D and F grades calling it, “competency-based learning.” Learning? really?

Schools across the country are banning homework. More psychobabble reasoning

Oregon Governor Kate Brown quietly signed a bill on July 14, 2020 that suspends a requirement for Oregon students to demonstrate reading, writing and math proficiency in order to receive a diploma.

And so it goes across the country.  A recent survey found that 20% of American adults cannot name even one of the three branches of government.

Average U.S. annual spending per public school student was over $14,000 in 2023.  That is about 34% higher than the average of the other 37 Organization for Economic Cooperation and Development countries. Currently our number one “solution” to improving education results in the U.S. is for the feds and states to throw money at the problem. It’s not working.

UNIONS AND EDUCATION

Before moving forward with solutions, some thoughts about Unions:  They are a bigger part of the problem than the solution. They are going forward with their own campaign against President Trump and the 73% of Americans who know that we are currently suffering through an existing education crisis.  National education unions are stifling education innovation and should have zero input or influence on education policy and practices.

The two largest teachers’ unions are the National Education Association, NEA, with over 3 million members and the American Federation of Teachers, AFT, with about 1.7 million members. Both are left-wing Democrat activists.  In fiscal year 2022 NEA directed over $50 million to candidates, 98.96% to left wing democrats; ATF spent about $47 million, 99.9% to Democrats.

About 70% of all teachers are union members.

Here is a classic example of political overreach by teachers’ unions. During Covid, the Los Angeles Teachers’ Union, as a payoff for agreeing to let teachers back into the classrooms made the following demands: defunding the police, single-payer government-provided health care, full funding for housing California homeless, shutdown of publicly funded privately operated charter schools, payment for all of this with a 1% wealth tax, a 3% income surtax on millionaires and increased property taxes on businesses. Pathetic, unprecedented and completely out of their lane.

UNIONS AND CHARTER SCHOOLS

Forty-five states have laws that allow public charter schools which are publicly funded and tuition-free but differ from traditional public schools. Charters generally have more operational flexibility. One reason is unionization; 70% of traditional public-school teachers but only 11% of teachers in charters belong to a teachers’ union.

Study results from the Center for Research on Educational Outcomes (CREDO) has researched charter performance since 2000. The 2023 results from 1.8 million students in 6,200 charter schools revealed a “remarkable advantage over traditional public schools” particularly in reading and math and their statistical advantage is growing every year. The advantage is even more dramatic for Black and Hispanic students. Why?  Generally, teachers are encouraged to experiment with fresh and innovative ways to reach and teach students.

Virtually every teachers’ union and many of their almost exclusively Democrat supporters vehemently oppose charter schools.  Why? Most public charter teachers do not unionize and therefore teachers’ unions do not benefit from them paying dues that increasingly go towards their political priorities.

NEA and AFT have for years, and increasingly so, feel threatened by the superior academic achievements of charter schools over government public schools. Therefore, their published conclusions and so-called “studies” easy reek of error, distortion, untruth, politics ands self-interest and should be discounted by real studies such as CREDO mentioned above.

 With that background, let’s launch a new way forward for education in America.

 CONCEPT OF OPERATIONS FOR IMPROVING RACE RELATIONS

AND EDUCATION, INSTITUTIONALIZING A NEW CULTURE

 AND THEREBY TRANSFORMING AMERICA 

PART ONE (of two parts) CAMPAIGN HOME ROOM

A Concept of Operation is a valuable tool in the strategic planning process.  It provides the opportunity to clearly and concisely express intent in a story-board format.

We have a crisis of character in this country that is underpinned by a culture of blame and hate.  A telling statement attributed de Tocqueville, 1829, “America is great because it is good; when it ceases to be good it will cease to be great”.  Making America good again is the path to making it great again. 

But, first things first.  It is necessary to define the problems with race relations and education in America because the problems have not yet been adequately articulated and those who look for solutions without first defining the problem, are usually looking in the wrong places. There are five problems:

PROBLEM # 1, RACE RELATIONS AND EDUCATION ARE STUCK:

There is no definitive measure of where we are with respect to race relations in this country.  But, events over the past couple years tell us it is not good.  In the absence of data to tell us otherwise we can assume we are at least stuck and not getting any better.

Our world rankings in education tells us we are also stuck in a place we do not want to be.  Across the country, millions of teens drop out of school or graduate functionally illiterate each year. A solution is in this concept of operations.

PROBLEM # 2, HAS TO DO WITH THE EXISTING CULTURE: 

Culture is a powerful and pervasive force in every organization and every organization, no matter how large or small, has a culture. Culture is an organization’s personality; caring, hateful, fast, energetic, visionary, risk-taking, vengeful.

A culture of blame and hatred has overtaken our country in politics, bureaucracies, business and society as a whole.  Race relations and our education system have also taken on a culture of blame. A culture of blame is so powerful and polarizing that it provides no hope of moving forward until we supplant it with something positive. It’s in this concept of operations.

PROBLEM #3, IS ABOUT WHAT KIDS LEARN:

Babies are not born bigoted, disrespecting or hateful.  While growing up they learn it at home, in school, on the playground and on the street.  We simply have to change what they learn. It’s in this concept of operations.

PROBLEM #4, TOP-DOWN PROGRAMS DO NOT WORK:

The federal government cannot successfully run things; for example, Amtrak, the Post Office, Veterans Administration, the IRS, Federal Housing, all disasters.  Since the Federal Government established the Department of Education in 1979, we have seen one failed program after another as each succeeding administration tries to fix education from the top down with hundreds of billions of dollars and tens of thousands of bureaucrats.  We have to change the way the Federal Government works big problems with more decentralized decision making and execution. It’s in this concept of operations.

PROBLEM # 5, STUDENTS GET BEHIND

Google tells us that every school day 5,000 T0 6,000 students across this country drop out of school and statistically become a life-time drain and strain on society. Others are allowed to slip through the system and graduate but are actually functionally illiterate.

Looking at my state, North Carolina, as an example, five students enter the ninth grade.  One will drop out and not graduate.  The four graduates decide to take the test to enter the military.  One is determined to be functionally illiterate and fails the test. Why do they drop out and why do they graduate functionally illiterate?  Because they got behind.

They got behind a little bit in fourth grade, more in the fifth, more in sixth.  At some point, they are near the bottom of their class, frustrated, embarrassed, ridiculed by their peers and they give up and drop out or get passed on by the system until they “graduate” with no skills and little hope. 

Think of it this way, if you had a business and only 50, 60 or 70% of your products were up to standard, would you still be in business?  No way.   If you were running a private school with these results would anyone be paying the tuition?  Absolutely not.  Then why should we put up with these results?

A Pentagon report tells us 77% of U.S. young people, ages 17-24, cannot qualify, without a waiver, for entry into the military because of education, physically unfit for duty, drug use or a criminal record.  A national disgrace.

There are 190 Military Occupational Specialties in the U.S. Army.  Staying with the North Carolina example, 23% of the high school graduates who want to go into the Army cannot find one of the 190 MOS that they can handle and are therefore categorized as functionally illiterate because they lack the cognitive skills to perform the most common of tasks. So how are they going to perform in the local civilian world?  Probably not very well.

Inside all this data about drop outs and illiteracy is the base of the problem, they got behindWe have to figure out why and fix it. It’s in this concept of operations.

These five problems have not been properly articulated in this country.  The experts talk about, “bringing the community together” to solve race and education problems.  But no one seems to be able to describe what coming together means or how it is to be accomplished.  Solving these five problems is going to take a long-range strategic plan; a campaign that focuses on the kids. 

STRATEGIC PLANNING AND THE EDUCATION ORGANIZATION:  Strategic planning is a matter of problem solving and, in its simplest form, is the answers to the questions; who, what, when, where, why and how.  Also, strategic planning becomes easier if we can put a frame around the “organization” to gain focus on all the involved parties. For a national campaign to solve the five problems, the Education Organization will consist of the following: 

  • As of 2025 there were 115,181 schools in the United States; 95,852 public and 19,329 private schools.
  • 180 million adults with children under age 18
  • About 50 million K-12 students
  • 4.5 million teachers
  • 2.4 million Home Room volunteers, (more on this later)
  • Over 200,000 Superintendents, Principles and Education Board members

That is about 240 million Americans will, in some way, be involved in this campaign.

CAMPAIGNING:  A campaign consists of the actions associated with a strategic plan.  The actions associated with solving this nation’s race relations and educational problems are contained in this paper and it is called CAMPAIGN HOME ROOM.  A campaign is not a project, a simple plan or something that can be launched and satisfied with a couple of speeches or emails.  Campaign Home Room is an all-encompassing, long-term effort that will involve the intellect, innovation and energy of tens of millions of Americans over the next couple of generations.

This Concept of Operations to fix the five problems is not a guessing game.  The strength of this concept is that there are existing successful models we can lean on and learn from.  A concept of operations begins with the Vision and Mission. While improving race relations and educational results could be separate campaigns, in this Concept of Operations they both feed off the same catalyst, Character Education in the Home Room.  Therefore, race relations and the education system are combined in the vision and mission statements.

VISION: All strategic planning begins at the end with a clear vision of the end-state.  Vision defines where the organization is going.  This first step is a must-do because of the truth in the old saying, “if you don’t know where you are going, any road will get you there.”

The VISION for Campaign Home Room is to significantly reduce racial discord in the United States and institutionalize a deep-seated culture of academic excellence in every school that will raise graduation rates nearer to 100%.

U.S. public high schools recorded a four-year graduation rate of 80 percent for the 2011-12 school year, an all-time high. Graduation rates vary greatly by state and race. Nationwide, black students graduated at a rate of 69 percent; Hispanics graduated at 73 percent; whites graduated at a rate of 86 percent.  However bad the actual numbers are, the question remains, how many of the “graduates” are in fact functionally illiterate?

 MISSION is a declaration to everyone in the process (all 250 million parents, teachers, students, education administrators and volunteers) of what it is we are all collectively going to do. It is important that the leader issuing the mission statement knows exactly what the “organization” consists of. 

The MISSION is to change the culture of education (students, teachers, leaders and parents) in every U.S. school, K-12, and dramatically reduce racial discord by internalizing a culture of ACCOUNTABILITY, TRUST AND RESPECT in the mind and soul of every student, teacher and parent.

 INTENT is the most powerful tool available to a leader.  A leader who uses intent in strategic planning is letting everyone in the organization inside his or her head.  Intent answers who, when and why.

The overall intent of Campaign Home Room is to call upon and optimize the talent in this country to accomplish the above stated mission.  This cannot become a political debate or an issue that will become polarized.  If it does, the campaign will absolutely fail.  For that reason, this campaign will not require federal or state funds to accomplish the mission. 

The President of the United States will lead the campaign to keep it on track, seek implementation in every K-12 school and to keep it on a reasonable time-line. The federal Department of Education has a track record of failure. This campaign must be a new and different approach to solving the nation’s education crisis. 

The President will work with the fifty Governors, ask them to focus on this campaign every day and visit schools frequently during in-state trips.   Decentralized planning and execution will be the responsibility of County and City Boards of Education, Superintendents and school Principals.  The intent is to launch this campaign in as many schools as possible at the beginning of the 2026 school year.

Why are we doing this?  The pace of improvement in race relations is too slow and disjointed and our high school graduation results are disgusting, disgraceful, unsatisfactory and unbecoming of this great nation. 

The keys to success will be to successfully impose a set of values in the mind of every student, K-12, in this country over the entire period of time they are students and to use standards-based instruction, K-12. 

STRATEGY

In planning jargon, “Vision” describes where we want to go.  “Mission” is what we are all going to do. “Intent” from the leader tells us who, when and why

The hardest part of any strategic plan is how we are going to proceed; how, in general terms, we are going to get to the end state.  Strategy is the long pole in the tent. Without a solid strategy, all we have is empty rhetoric.  Unfortunately, many times (particularly by federal bureaucrats) the strategy is left out of the planning process and without the “how” the process just flounders and ultimately fails.  The concept of operations, articulated in the following pages, describes how we can and should proceed to achieve the desired end state.

 CHANGING CULTURE 

As pointed out earlier, culture exists in every organization and it is a powerful and pervasive force. 

What does culture have to do with race relations in this country?  Everything.  Start by thinking of White America and Black America as two different organizations.  The one word that describes both of their cultures today is blame.  There is nothing positive about a culture of blame.  Race relations are stuck in place because blame offers no hope of moving forward. It is unproductive. It results only in finger pointing.  Sides become polarized.  That is what has happened to White and Black America.

The culture has to change if we are to have any chance of improving race relations.  If you attempt to change the culture of any organization, you have to find the answers to these four questions:  

First question:  Can you describe your culture?  It is not easy but the answer is yes you can.  It takes honest introspective work, but it is doable.

Second question:  Now that you have defined the culture, is it what you want it to be?  No.  No matter how successful the organization is, we do not live in a perfect world and there is always room for improvement. 

Third question: What do you want the culture to be?  Now we are looking for commitment throughout the organization; for example, commitment to a culture of accountability, respect and trust.

Final question:  How are you going to go about creating and sustaining the culture you want?  In this case the answer is in Campaign Home Room.

There is an existing model for a successful organizational culture.  Those who have served in the US military know that it is the best racially integrated and most admired organization in this country, (verified for decades in an annual Gallop Poll).  Through generations of work the military has become an organization with a culture of accountability, trust and respect. 

At this point critics are quick to point out, “That is all well and good for the Military but these are civilians and you can’t just order civilians around like you can the military.”  Yes, the military is different.  In fact, no two organizations are the same and the way you approach the solution for each organization will differ.  But that does not mean the model is wrong or will not work.  It can work and that same culture that serves the military and many other organizations can also serve this nation.  

As pointed out in Problem # 3, white and black babies are not born hating, disrespecting or blaming each other. They learn it at home, at school, on the playground and on the streets. Youngsters who are committed to youth organizations such as Scouting, The First Tee, Boys and Girls Clubs avoid joining gangs or becoming bigoted because they have developed a positive value base.  They have learned accountability; they trust each other and respect authority.  But these great programs only touch a fraction of the kids.  We have to teach values to every youngster in the United States for generations to come. 

The student drop-out rate across the United States (5,000- 6,000 per school day) is a national disgrace.  In order to change the dismal educational results, we have to change the culture of the students; the culture of how teachers think about standards; the culture of leadership among education administrators; and the culture of parental involvement in the education of their children.  This is a tall order but the good news is that we can use the Campaign Home Room program, retired military personnel and other volunteers as the catalysts for this program as well as that of improving race relations.  

HOME ROOM

Reinstitute Home Room in every school.  Home Room is a forgotten piece of Americana.  Home Room is the center of gravity for this campaign.  A center of gravity can be a place, person, thing or circumstance.  Once defined the center of gravity is CENTRAL to the success. 

The first 20-30 minutes of every school day in every school, K-12, will be Home Room. The subject matter will be:

CREATING A DEEP-SEATED LIFE-LONG CULTURE OF ACCOUNTABILITY, RESPECT AND TRUST

That is, teach and talk about values.  Call it the Character Curriculum. There will need to be three versions of the curriculum; elementary K-5, middle school 6-8 and high school 9-12. For example, as students mature, they will be conducting community services individually or as a group and reporting out in Home Room.  

CREATE A GANG

Structure each Home Room with a cross section of the class population.  For example, visualize a school that has 60 new kindergarten students entering school in August.  Create each Home Room group with a mix of gender and race.  During the following 13 years, some youngsters will move away and some new ones will come in; but for the most part that Home Room group will stay together until graduation.  That is a critical part of the power of the Home Room concept.

In many large schools a student may not even know all of their classmates but they sure will know their Home Room mates.  They will get to know them like brothers and sisters.  They will have deep feelings and respect for their Home Room mates.  Over time Home Rooms will have names, mascots, tee-shirts, a website, competition with other Home Rooms, an unshakable identity, peer pressure and peer support.  “I have your back” will become an unspoken pledge from each to all.  The Home Room will become a powerful game changer, a force-multiplier and it is free. 

In this day and age of peer pressure to join a gang the Home Room can, from kindergarten on, provide an alternative.  For every student, their Home Room can become their “gang” throughout their elementary and secondary education years.  Every student in the United States will have a small group they can identify with and turn to for peer support.

Bullying has always been a problem for youngsters and seemingly more so today with the availability of social media.  Home Room will bring bullying to its knees in two different ways.    First of all, every student will now know that their Home Room gang has their back.  The students will look after each other and protect one another.

By their very nature, bullies do not respect others or authority.   With respect imprinted on the soul of every youngster and emphasized day after day, year after year throughout their student careers, it is doubtful that bullying will even be a mentionable problem in the future. 

Truancy is an enormous problem in this country and is the super highway to dropping out of school.  With the bond built among a group of Home Room kids over the years it will not be easy to bring one’s self to skip school.  Accountability will become a powerful way of life for every student. 

Home Room does not require funding.  Personnel on the educational payroll will not lead or teach Home Room.  It will be done by volunteers and we will need a lot of them.  If the average size Home Room is students, we will have about 2.5 million Home Room classes in session every school day. Hang on, this is doable.

Just imagine the impact Campaign Home Room can have with about 50 million youngsters standing before the flag, reciting the Pledge of Allegiance and having a substantive discussion about one of the subjects in the Character Curriculum every school day and then adjourning to their class rooms to live/be/do/demonstrate those values.  How powerful is that?

How do we find and train 2.5 million volunteers?  The essence of this campaign is decentralized execution.  Each individual school Principal will be responsible for finding a handful of volunteers and that should not be a problem.  For example, there are approximately 10,000 Baby Boomers retiring per day and many are looking for something interesting, meaningful, and challenging to do in retirement. 

Also, the Principal can tap in to local organizations and churches for help: Kiwanis, Lions Club, Chamber of Commerce, VFW, American Legion, AARP, Shriners, Country Clubs, etc.  Get them to sponsor a school and provide all the Home Room instructors.  Easy to do and retirees bring a wealth of knowledge and experience for the mentoring of youngsters.

A personal note:  a few years I gave an abbreviated version of Campaign Home Room to about 75 folks at a Wednesday church supper with a follow-on Q and A.  About 10 days later the Paster called to thank me and said there was a lot of church talk about Home Room and if it happens here, he said, “I have over 300 volunteers to teach.”  Yes, 2.5 million is easily within the are of the possible.

Additionally, there are almost two million retired military men and women across the country.  They all have three things in common: they are proven leaders, they are teachers and they have spent their professional lives in a fully integrated and value-based organization in which they operated daily immersed in a culture of ACCOUNTABILITY, TRUST AND RESPECT.  They have the perfect skill set to administer the Home Room Character Curriculum. 

Teachers and administrators should be seated in the back of the room observing the Home Room instruction/discussion.  Why?  The power of the program is that the students will take the values from the Home Room to the classroom if they are prompted all day to do so.  More on this in a few minutes when we discuss Proof of Concept.

With respect to improving race relations, our children are currently learning hate and disrespect.  This campaign will supplant that with a positive curriculum of accountability, trust and respect taught and discussed in Home Room and carried forward to the classroom, playground, sports field, streets and home.

High school graduation rates: Our kids are currently falling behind because of the lack of standards from grade to grade and because they do not have the positive reinforcement that will come from the Home Room Character Curriculum.  Having one’s soul imprinted with the values of accountability, courage, punctuality and perseverance for years and years will dissuade that student from falling behind. 

Additionally, over the years the bond with one’s Home Room will become so strong that the student thinking about dropping out of school will not want to face and disappoint their Home Room gang.  “I will keep up and I will not give up” will become their mantra.  When times get tough their Home Room friends will provide the necessary support system. 

EDUCATION WITHOUT STANDARDS IS A FAILED SYSTEM; EDUCATION WITHOUT ACCOUNTABILITY IS A FAILED SYSTEM.  WE HAVE A FAILED SYSTEM

PART TWO, EDUCATION STANDARDS

The above narrative and statistics are designed to do two things. One is to impress on you the length and breadth of the overall education crisis. And secondly to begin to identify and then define problems.  If we cannot articulate the problem, there is no solution.

Every August a fifth-grade teacher should have a reasonable expectation that his or her new students will have achieved what is expected of a fourth-grade graduate.  Without specified standards for end of year grade four, some students will inevitably pass on to the fifth grade deficient in math, for example.  Once behind, it is more likely that they will fall further behind each succeeding year until such time, usually in high school, that student will feel so hopelessly behind they will take the only alternative they foresee……DROP OUT OF SCHOOL AND STATISTICALLY BECOME A BURDEN ON SOCIETY

What is the main reason students get poor grades?  Why do they fail end-of-grade tests? Why do they drop out? Why do they graduate high school functionally illiterate? The shortest, simplest answer is, at some point THEY GOT BEHIND. Once behind they could not catch up and as they moved on to more complex material in the next grade they got even further behind.

One simple explanation for why they got behind is a lack of specific achievement standards in schools.  The truth; organizations without standards are failed organizations. Our current education organization is a pathetically failed organization. A simple fix is coming later on.

If you look at enough of the NAEP proficiency test results one thing will jump off the page. That is, if the proficiency levels are bad in 4th grade they are going to be worse in 8th grade and too often also worse from 8th to 12th.

Once behind, grades continue to get worse, students get frustrated, harassed, ridiculed and get to the point that dropping out looks like a good solution and put school in the rear-view mirror.

Historical precedent:  Following the Vietnam War the US Army lost its way for a short period of time.  Leadership and readiness were in question.  Every honest evaluation indicated the Army was not as good as it should/could/must be.  Through the use of, and emphasis on, carefully defined standards for every individual as well as collective standards for every leader at every level from a team to a corps, the Army clearly defined the end-state for every individual and unit on a specified time line.  It is very easy to compare the US Army of 1975, in size and importance, to the nation’s education system today.  It took an all-encompassing campaign and a generation to fix the Army but the achieved end state was a masterpiece.   

The campaign to fix the Army in the 1970’s and 80’s was successful because the identification of, and emphasis on, standards was underpinned by total adherence to the character trait of accountability.  Every individual soldier and every leader was held accountable for being able to perform every assigned task to a defined standard.  No different than what we can foresee for students, teachers, Principals, Superintendents, and parents in the United States Educational Organization. 

Applying standards and accountability to education makes the teaching game-plan simple to define. It begins with the identification of an end state standard for a particular time period.  For example, there should be a standard for the end of first semester fourth grade math.  Given that standard the teacher will then develop a week-by-week lesson plan to achieve that end standard with every student.  Teach to a standard, then test.  Teach to the next level, then test again.  And so it goes week after week for 13 years, K-12.  The concept is simple and there will be no need for hundreds of pages of regulations, frequent recurring reports, no need for legions of bureaucrats providing oversight and requirements for national testing.

How do we establish the standards?  It is not difficult; it can be done quickly and does not require any bureaucrats, regulations or tax dollars to do it. Here are the steps to take, for example at the State level, led by the Governor. 

The governor will set up a one-month session during Phase 1 of the campaign. He will invite selected teachers and Principals to a working session to establish education standards.

  • On day one there will be a meeting of three experienced outstanding Kindergarten teachers and three equally outstanding elementary school Principles.  Their task is to define what every Kindergarten student should achieve by school year end; that is, the end state standard. Having done that, they will then outline, in general terms, what to achieve during each of the six-week intervals on the way to the end state. That’s it, they are done.  The kindergarten standards are set.  Every elementary school Principal and kindergarten teacher in the state will then work to achieve that standard.
  • Three especially selected first-grade teachers and three elementary Principles will have set in and observed the day-one session with the kindergarten teachers and will have a clear understanding of what the students will have achieved upon graduation from kindergarten.  Then on day two, they will follow the same scenario to define the standards for end of year, first grade. 
  • This scenario will be repeated through grade five so that in just six days the elementary standards can be set for K-5. 
  • The middle school standards for individual subjects (math, science, English, history, etc.) will be worked the same way, each beginning by understanding the end state from the previous grade.
  • The standards for high school will be determined using the same procedures.
  • This work should be easily accomplished within 4-6 weeks.  Contrast this with a scenario if the federal or state Department of Education was tasked to define the standards.  There would undoubtedly be a contract let for a comprehensive multi-year study that would cost tens of millions of dollars and would result in a thousand-page document of bureaucratic nonsense.  That is just the way big government does business, making them habitually part of the problem rather than part of the solution.
  • In all likelihood, this standards selection process will need to be repeated in two or three years.  The reason is that when students of all ages are subjected, day-in and day-out, to character training and discussion of commitment, confidence, perseverance, punctuality, responsibility and self-respect they are going to change.  They will absolutely become better students.  They will be more attentive. They will develop a greater appetite for knowledge.  In other words, we will need to raise the bar; increase the degree of difficulty of the standards.  The United States will no longer be ranked 20th, 30th or 40th in education in the world. 

TEACH/TEST TECHNIQUE

In order to achieve the standards every year, every class, every teacher the teaching methodology is a simple one; teach/test, teach/test, teach/test.  In any other system, how are you going to know when a student gets behind?  Remember, THE SOLUTION TO THE DROP-OUT PROBLEM IS TO NOT LET STUDENTS GET BEHIND. 

In the teach-then-test scenario, every Thursday should be quiz day.  If a student performs poorly on the quiz, they need an immediate fix because at that point they have fallen behind and what follows during the next week’s instruction will be even more difficult to understand and the student will fall further behind.  At that point the student may have just pulled onto the drop-out-of-school super highway.  A student who does poorly on the Thursday quiz needs to work the weekend to catch up.  That’s where changing the culture of parental involvement and student attitude fits into the equation. 

The first parent/teacher conference cannot be after the first 6 or 9 weeks of class.  That meeting needs to take place the week before the semester begins to lay out the “contract.”  The teacher teaches and tests.  The teacher informs the parents and student immediately when the student falls behind.  The student and the parents have the weekend to catch up.  A lazy student will soon realize that studying on weekends is a lot worse than putting forth the effort during school days.  And so it goes for every teacher, every student and every parent week after week, K-12.  Simple and effective.  But without the verbal contract among the three, teaching to standards is just another catch phrase.   

The weekly quiz regime is of course followed by more comprehensive testing at the 6 or 9-week periods and at the end of each semester.  A failing student at semester’s end should enter an intense 1 or 2-week period of instruction and then be retested.   Summer school for students who have fallen behind should become the norm.

LEADERSHIP IN EDUCATIONAL INSTITUTIONS

Having competent leaders in our school system is of course very important.  All great leaders have developed a skill-set over years of study, mentoring and experience.  Unfortunately, many teachers rarely have the opportunity to develop these important leadership skills.  It does not mean they are not good teachers but it does mean they may lack the skills to be effective when promoted into positions of leadership such as Principals or Superintendents. 

There is a source for educational leaders that is being ignored.  Annually the Defense Department retires thousands of men and women who have just finished 20-25 years of service, are looking for a second career and all have four things in common.

 1) They are proven leaders. 

2) They have years of experience teaching and training. 

3) They all understand standards and have spent two decades living up to those standards.

4)  And perhaps most importantly, they have served in a totally integrated inter-racial environment with an overarching value base of ACCOUNTABILITY, RESPECT AND TRUST. 

What more could one ask for in a person to lead and mentor teachers and students?  Every state should remove all obstacles that restrict retired military personnel from applying for and moving directly into leadership positions in our school system.

TEMPLATE BEST PRACTICES:  

This concept of operations provides the basics for Home Room operations.  But we all know that after implementation there will be a plethora of new good ideas.  Home Rooms will have names, T-shirts and competition with other Home Rooms.  Community service may become a traditional Home Room activity for high school students. Some schools will reward outstanding high school seniors by having them partner with the Home Room volunteers to teach and discuss the Character Curriculum.  Some schools will use the best and brightest high school students to tutor struggling students whose parents are unable or incapable of tutoring their children.  The list goes on and on and is only limited by imagination. 

At some point, perhaps in the sixth grade, a Home Room student will suggest to her mates that they challenge the other Home Rooms to a grade-point-average competition.  At that juncture, that school just reached the Promised Land. 

Innovation has been the lifeblood of this nation since its inception.  Whatever Home Room function is found to work in one community must be templated and shared.  Each Governor should have a Campaign Home Room website set up to publish innovative ideas and best practices. The website will serve as the vehicle to rapidly spread the word to other school leaders.   

MAXIMUM CENTRALIZED PLANNING, MAXIMUM DECENTRALIZED EXECUTION 

Since the establishment of the federal Department of Education in 1979 there has been program after program passed down to the states and counties by the federal government.  Additionally, every presidential candidate since then has campaigned on a pledge to improve education.  It has not and will not happen as long as the process is so politicized and frequently changed.  POLICY DRIVEN, TOP-DOWN SOLUTIONS OVERSEEN BY MASSES OF BUREAUCRATS HAS NOT WORKED IN THE PAST AND WILL NOT WORK GOING FORWARD.

For Campaign Home Room, centralized planning will be led by  the President and Governors; details to follow.  Maximum decentralized execution is from the County/City Board of Education Chairperson on down through the Superintendent to the school Principals.  There is no requirement for thick pamphlets dictating rules, regulations and reporting requirements; this concept of operations is the basic plan. 

Maximum centralized planning with maximum centralized regulation is a loser, especially for education.  Maximum centralized planning, maximum decentralized execution is a proven model because it pushes the decision-making down closest to the point of execution. 

With decentralized execution of Campaign Home Room, the local county/city populace will soon come to understand that the accountable officers, the Superintendent and the School Principals, are right there in their community and are not some nameless, faceless bureaucrat in Washington DC.  The Superintendent and the local school Principal can be approached, talked to and debated.  What happens next is that the Superintendents who are weak leaders and the Principals who can’t plan will be replaced by leaders who can and will deliver high school graduates in greater numbers and those who do graduate will have the cognitive skills necessary to be productive citizens. 

NOW TO THE CENTRAL QUESTION, WILL THIS WORK?

That is the question that challenges every new concept of operation.  There will be naysayers, organizations that cannot cope with change, a natural fear of the unknown, etc.

But what can remove that doubt is an example concept that provides the ever-valuable proof of concept.  Thankfully we have one, a good one that deals specifically with the issue of character building.

THE FIRST TEE, PROOF OF CONCEPT

The First Tee is a national non-profit organization devoted to teaching their Nine Core Values (respect, honesty, integrity, sportsmanship, confidence, responsibility, perseverance, courtesy and judgment), Nine Healthy Habits all while learning and participating in the game of golf.

The First Tee Mission Statement, “We enable kids to build the strength of character that empowers them through a lifetime of new challenges.  By seamlessly integrating the game of golf with a life-skills curriculum, we create learning experiences that build inner strength, self-confidence and resilience that kids can carry to everything they do.”  Spending a few years with The First Tee is transformative.

The First Tee is a proven model for character development for the past 28 years and is now active in 1,300 youth-serving locations in the U.S.  In so doing, The First Tee has transformed the lives of millions of students in terms of their academic achievements, their respect for their teachers and becoming model young citizens.  The First Tee is a non-profit organization that relies on tens of thousands of willing and dedicated volunteers who teach values, the game of golf and most importantly do not rely at all on government or unions.  
 

The First Tee sanctioned a four-year study in 2005 to determine the effectiveness of their character training program.  In each of the four years of the study, 100% of the participating students identified school as the setting in which character training transferred positively into better school work.

When a student transfers 100% of what they understand about confidence, responsibility and perseverance into their classroom work, they do not get behind and they do not drop out.

73% of The First Tee participants were retained from year one to year four of the research.  This retention rate is impressive given the average dropout rate per year is about 50% in other youth organizations. 

  • Year one of the study they discovered that character training impacts the lives of students quickly.  They found there was a positive life skill transfer to school work (100%), a job (35%), friends (60%), activities (30%), family (85%) and sports (70%). 
  • Year two:  After the second year The First Tee participants were compared to youth in after-school activities without a life skills curriculum. The First Tee youth scored higher than the comparison group on use of general life skills including goal-setting, taking initiative and managing their emotions, as well as on most measures of transferring life skills and demonstrating positive character traits. These differences between The First Tee youth and the comparison group were statistically significant
  • Year three:  73% reported high confidence in their ability to do well academically.
  • Year four:  In each of the four years of the study, 100% of The First Tee participants identified school as a setting in which the character training transferred positively.

The first conclusion from the study is that character training has worked dramatically for the past 28 years. We do not need to debate whether or not the Campaign Home Room concept will be successful, we do not need a trial balloon, and we do not need billions of dollars, we just need to execute, now.  

 LAUNCHING CAMPAIGN HOME ROOM IN THREE PHASES

  • Phase One is the beginning of Academic Excellence across the U.S. Now that President Trump has the authority to begin dismantling of the failed Department of Education the selling of Campaign Home Room could happen in the next few weeks.  

The senior leader of any large organization will spend quality time early on building consensus for a long-range strategic plan. He can best do this by having all the Governors assemble in the middle of the country (Kansas City).  He will explain the entire concept of operations and encourage them to look into their masses of education bureaucrat’s, regulations and huge education budgets that are not and cannot create sustained academic excellence. Explain the advantages and rewards from decentralized execution at the local levels.

  • Phase Two will begin when the Governors return home and last until Phase Three which will begin during the August 2026 beginning school year. 

During Phase Two the Governors will:

Sell the concept for Campaign Home Room and the resulting sustained Academic Excellence instruction to the public.

Organize and define the specific academic standards to be assigned to every end-of-year subject taught. 

Phase 2 can begin August, 2025 and is one year long.  During this phase the County Boards of Education, Superintendents and school Principals will undertake the detailed decentralized planning actions outlined in this Concept of Operations

 Energize their State Superintendent and State Board of Education to help in decentralizing all of Campaign Home to the local Boards and Superintendents.  

  • Phase Three begins with school year 2026-2027,

Phase Three will be the beginning of forever-education every school day Home Room Character Training and every day Standards-based, teach/test, no student gets behind instruction in every classroom in every school in America. The ultimate successful maximum centralized planning (President Trump) and maximum decentralized execution (every classroom in America).

ACCOUNTABLE LEADERS

  • PRESIDENT TRUMP will be overall lead. His responsibility is to shape the environment by bringing all the Governors on board and building consensus among all the constituencies involved throughout the nation. 
  • GOVERNORS will embrace the program; build consensus; clean out the bureaucrats, regulations, and wasteful spending; establish state Standards-Bases instruction specifics; and then quickly decentralize to the local Boards of Education for execution.
  • THE STATE BOARDS OF EDUCATION AND SUPERINTENDENTS will actively advocate for state-wide buy-in of Campaign Home Room character training, standards-based instruction an overall culture of academic excellence.
  • THE LOCAL BOARDS OF EDUCATION are an important element in the chain from President Trump to an individual classroom but can be a problem.  Education is not, or at least should not be political.  But is sure is in my district to its detriment. Let’s attack this problem by doing something simple. Prior to elections when printing the local ballots, make a place at the end of the ballot for “Nonaffiliated Positions” such at County Commissioner, Sheriff, Education Board positions, etc. 

  • COUNTY/CITY SCHOOL SUPERINTENDENTS AND SCHOOL PRINCIPALS. Now we are at the point where the rubber meets the road and in terms of accountability, we can compare what they actually do with what they are supposed to do according to their job descriptions.
  • SUPERINTENDENT is the education leader at the operational level.  Everything educational that happens or should happen is in his/her range of operations, control and/or authority. 

We are an outsider looking in the Superintendent’s operation so we can begin with a first impression by looking at his (It’s my district and I know him) organization diagram. His job description should simply read, “Academic Excellence”.  He should use that phrase in everything he says and does.  He is the big teacher in a 22-school area of operations. 

In dissecting an organization chart the first thing one sees is the boss’s “direct reports”.  They are people he sees every day, in constant contact with, the first he goes to when there is an issue, who he leans on for advice and most importantly where his every-day priorities lie. I’m looking at the org chart; his direct reports are his deputies for Community Engagement, Budget, Human Resources, Operations, Academics and Support Services and finally Deputy Secretary. 

Is his absolute, irrefutable first priority Academic Excellence?  Absolutely not, he does not have time because Human Resources, Community Engagement, Budget and Operations issues are filling up his day.

You might be wondering, are the School Principals even on the org chart? Yes they are, right at the bottom of the chart with zero direct reporting path to their supposed boss, the Superintendent.

Who is at fault?  First of all, the Board of Directors who should have approved the org chart in the first place. Secondly, under this new Concept of Operations the State Superintendent could easily and quickly (just a few seconds per chart) look at a collection of the 100 County Superintendents’ charts and have a chat with those whose Academic Excellence priorities are virtually nonexistent.

To achieve Academic Excellence the education leader at the operational level, the Superintendent, should have first and foremost his 22 School Principals as his “direct reports” Noted, 22 is a fairly large number of direct reports for one leader but under the circumstances wherein the subordinates all have identical job descriptions, it is certainly doable. I’m suggesting that any Superintendent who tries to send dual messages to the entire organization; one being this list of direct reports and two trying to prioritize Academic Excellence, will fail, the community will fail and worse case the kids will fail.

  • PRINCIPALS are the first line leaders for academic excellence.  He/she is all-in every single school day on academic excellence.  His/her career lives and dies on standards-based, teach/test, instruction in every classroom, by every teacher, every school day.

For example, a math teacher is striving to have all of her 4th grade kids proficient in selected end of first semester math problems. The problem is, the principal can see she is way behind schedule in November and won’t achieve the desired/required end state.  The principal is responsible for knowing this and doing something about it. 

How will he know.  The principal will require all of his teachers to submit lesson plans that, if adhered to, will get to the required end state.  Lesson plans do not have to be daily but there can be a lesson plan for fractions during a specific two-week period, percentages and decimals during another period. 

Inevitably some students will get behind. Principals must have a dynamic in-place plan that deals with getting  a student caught up; with volunteer tutors for example.

A Principal who isn’t sitting in the back of a classroom for a part of every school day listening to the interchange and checking the lesson plan against what is actually being taught, isn’t responsible enough to achieve a consistent high level of Academic Excellence throughout his/her school.   

The Superintendent needs to know if his/her first-line leader Principals are doing this, if they are all about Academic Excellence all day every school day.

  • TEACHERS.  Now we are at the point of execution. Overall, teachers are accountable for lesson plans that logically lead to the Governors’ end of period standards.

They are responsible for a constant teach/test operation that can immediately identify a student who is behind and then initiate the principal’s in-place plan for catching up.

They are responsible for establishing and maintaining a dynamic student/teacher/parent team effort.

Standards and teach/test: Standards is the only teaching method that makes complete sense because it brings together the accountability of students, teachers, parents and educational leaders.  Teachers teach but the question always left hanging is, did the students “get it?”  The only way to answer that question is through a continuous regimen of weekly testing.   Weekly quiz/test, K-12, provides a pattern of teach/test, that requires everyone (teachers, students, parents and educational leaders) to be continuously engaged and accountable

BOTTOM LINE ON ACCOUNTABILITY

Accountability, from the President to the teacher, is the center of gravity for achieving a national culture of Academic Excellence.

Standards, students with strong character training, lesson plans, teach/test, dealing immediately with Jimmy who is behind; these are not insurmountable obstacle. This is not rocket-science; these things are not hard to plan but when less than one third of our nation’s kids are NOT proficient in math and reading, something is very wrong. We obviously do not have a viable plan in place.

DEFINING CAMPAIGN FAILURE 

The four potential enemies of this campaign are politics, the not-invented-here crowd, bureaucratic oversight and impatience.

  • POLITICS:  If this campaign becomes a Democrat vs Republican political pawn, government intervention will take over and it will crumble and fail.  Therefore, each succeeding President and Governor, in turn, must see the long-range value of this program and keep it on track without federal or state funding. 
  • NOT-INVENTED-HERE: In every campaign, there are those persons and organizations that believe if something was not their idea then it most certainly cannot be of much value.  Defeat the not-invented-here crowd with fast action and wide-spread support for the campaign initially by President Trump and the Governors.
  • BUREAUCRATIC OVERSIGHT:  This is not a program that needs a mass of federal or state regulations, rules and reporting requirements.  Keep Campaign Home Room in its simplest form and execute from the County/City Board of Education level down. 
  • IMPATIENCE:  This campaign will certainly yield improvement in the first year but it must be understood that, generally speaking, this is a generational campaign.  After one complete 13-year K-12 cycle, the transforming of not only this nation’s education system but of the entire nation  will be astounding. 

DOLLARS AND SENSE

By doing away with masses of bureaucrats at the federal and all the state levels and all of their regulations and most of their blotted budgets, we will save hundreds of billions of taxpayer dollars per year.

And, most importantly, this replacement Concept of Operations that will transform the culture of America through Character Training of every school kid, and educate all of our kids with standards-based academic excellence can all be done without any new spending.

Mr. President to quote you sir, “what the hell do you have to lose?” Absolutely nothing and everything to gain.

CONCLUSIONS

  • This campaign can change the nation, from the bottom up, for generations to come and it is at no cost to the taxpayers.
  • Character, standards and accountability are an unbeatable combination that will keep youngsters in school until they graduate from high school with the tools to be successful at institutions of higher learning or to begin a successful civilian or military career.
  • While passing through one grouping of K-12 young Americans we will have transformed the country from today’s culture of hate and blame to one of accountability, respect and trust. 
  • The power of the Character Curriculum results in students’ real-world development towards adulthood as illustrated by looking at the role played by the individual Character Curriculum elements:

Students who are ACCOUNTABLE do not resort to hate and blame.

Students who are steeped in COMMITMENT, CONFIDENCE, PERSEVERANCE, PUNCTUALITY and RESPONSIBILITY do not skip school, fall behind or drop out.

Students who are deeply rooted in TRUST AND RESPECT will strike down bullying and are unlikely to become racially bigoted adults.  They will believe the famous words of Martin Luther King, “They will not be judged by the color of their skin, but by the content of their character.” 

Students who are COMPASSIONATE, COURTEOUS, HONORABLE, GOOD CITIZENS and demonstrate the COURAGE OF THEIR CONVICTIONS do not join street gangs.

Students who demonstrate GRATITUDE create a great first impression.

Students who practice HEALTHY HABITS will become more capable adults.

Students who are CONFIDENT in their abilities will impress their leaders and team mates.

Students who have accepted HONESTY, MORALITY and INTEGRITY as their guiding light will likely be life-long upstanding citizens.

Students who understand, live and accept a life of SELFLESS SERVICE are unlikely to become self-serving adults.

Students who have an understanding that there is a lot they don’t yet know and even part of what they believe they know might be incorrect, have the quality of HUMILITY. 

Students who understand SELF-RESPECT recognize that they are now better than they used to be and can be counted on in times of temptation because they are MORALLY dependable. 

Students with this value base are more likely to exercise good JUDGMENT and become great LEADERS.

Home Room will make every youngster a better student and a better person. On a day-to-day basis for K-12 students, keeping up becomes important and dropping out becomes unthinkable.

  • LOOKING AT EDUCATION AS AN ORGANIZATION

Any organization that wants to be successful will have underpinnings that includes some or all of the following. 

Take the long view.

Decentralized decision making and execution.

Focused accountability at the point of execution.

Racial integration that emanates from a value base of trust and respect.

A transformational culture of accountability, trust and respect.

BOTTOM LINE

What has been done for the past 45 years by the federal Department of Education (trillions of dollars spent on federal and state programs overseen by thousands of bureaucrats administering thousands of pages of rules, regulations and reporting requirements) has not worked.  Education in the U.S. is not only a national disgrace, it is currently a national crisis.  This can and must be changed. 

Race relations:  On 31 August, 2015 black and white protesters marched outside the Minnesota State Fair Grounds.  Their chant, “Black lives matter, pigs in a blanket, fry ‘em like bacon.”  At other locations, “What do we want?  Dead Cops; when do we want them? Now.” This is not what America has been about for most of its history, but it does represent some recent history.

Just for a moment imagine, across this country, 50 million K-12 youngsters in 2.5 million Home Room classes at 8 o’clock every school morning in every school in America standing before the flag, repeating the Pledge of Allegiance and then being mentored by 2.4 million patriots on the subject of character.  Campaign Home Room is within the art of the possible and “we the people”, not we the government, can make it happen and transform America.

If goodness, and hence greatness, is to be regained for this country, it will be accomplished one person at a time through character education “We the people”, those first three important words of the U.S. Constitution, we the people have to start over.   We have to begin with the kids; little kids. And “we the people” have to work it hard for a generation from the bottom up.

TWO FINAL THOUGHTS

This concept is valid; however, that does not mean all 50 states or all of the county/city boards of education are going to establish academic standards and sign up for Campaign Home Room the first year.  Some Governors initially will see this as a Republican issue, politicize it and decline to participate.  Initially, some Boards of Education will shy away from change out of fear or ignorance, and they will opt out.  Some Superintendents and Principals, initially because they are incompetent, will make a token effort towards Academic Excellence dominance, fail and declare the concepts invalid. 

But education is an issue near and dear to the hearts of the millions of parents who have a student in the household. Conversations among family and friends across county and state lines frequently contain questions like: “How are the kids doing in school?”  “How are the schools in your area?”  “Do the kids have good teachers?”

These conversations will take place millions of times per year and they will be between families whose children are beginning each school day with a dose of character education and those who are not.  Character education has an immediate, definable, positive impact on children; particularly on their school work; attitude, perseverance, attention, courtesy and accountability.

The “have” parents will begin to use the word, “transformational” when describing their kids’ educational environment. The “have not” parents will begin to ask, “Why don’t our schools have character education and standards-based academic excellence?”  And when they do begin to ask the hard questions, they will not be addressing some nameless bureaucrat in Washington or at their State Capital, they will look to the Superintendent, their kids’ Principal, the Education Board members they voted for and the Governor they elected.  Social media will move character education through the nation’s conscience like a raging wild fire. 

The positive changes in student behavior resulting directly from character education will manifest themselves early and profoundly.  Within a couple years after phase three of Campaign Home Room is initiated, the bottom-up pressure will mount and eventually the whole country will be on board. 

Put this mission statement on the front door of every school in the country:

IS WORLD PEACE FOREVER A POSSIBILITY? YES, IF WE ACT RIGHT NOW

President Trump is on a world stage. His view of foreign policy is not just about U.S. relationships with other nations; it is about the totality of relationships among all the nations of the world.

It began during his first term in office, 2017 through 2021 with the initiation of the Abraham Accords, a series of agreements signed in 2020 that normalized diplomatic relations between Israel and several Arab states. A beginning of relationships that never before existed. The Accords were a far-sighted view of what the Middle East could become. His work was also about strengthening the NATO coalition by convincing members to increase their military readiness. 

Enter the Biden administration with the Obama/Biden obvious contempt for Israel in general and Prime Minister Netanyahu in particular, Biden publicly referred to Saudi Arabia as a “pariah” nation and Biden kept the millions of dollars flowing to Iran in support of international terrorism.

President Trump is now speaking and acting to the whole world from a new platform. His attempts at a cease fire in Ukraine, while still unsuccessful after a million dead Russian soldiers, are noteworthy.  His actions to bring some sense to the Israeli/Hamas catastrophe are also genuine. Recently the Democratic Republic of Congo and Rwanda were in Washington to sign a peace agreement facilitated by the U.S. after an estimated 5.4 million casualties in a conflict that has been ongoing for the past thirty years. President Trump was recently successful in convincing the 32-member NATO nations to increase their military budgets to 5% of their national spending.

But nothing compares with “the strike” against Iran’s nuclear facilities on 21 June.

The Strike’s operational security says a lot about the totality of the U.S. military’s high standards.  Additionally overwhelming was the fact that 125 U.S. strike aircraft plus dozens of refueling tanker aircraft flew over 7,000 miles from mid-America to Iran and successfully accomplish Operation Midnight Hammer, never suffered a casualty, did not intentionally strike any Iranian civilians, and were never shot at by Iranian forces.

The point is that there is every indication that President Trump is willing and able to think outside the box, think big, and consider the welfare of everyone and in this case, not just every American but everyone on earth.

President Trump is currently the only leader on earth who can create a successful climate for World Peace Forever, and he can accomplish this during this term in office.

He can do this by creating an overwhelming highly trained and immediately deployable operational coalition of world-wide forces. It is creation of the ultimate lasting deterrence force. 

PRESIDENT TRUMP’S ADDRESS TO THE NATION

Good evening, thank you for joining me. The first thing I want you all to understand is that not a single word of this presentation is about politics or a U.S. policy.  Therefore, after you hear the proposal, I ask you to put it in the proper perspective and not automatically oppose it as a political party position.   

This may be the most important presentation in my life.  Not only you but the world needs to receive this information; therefore, just as I begin to speak to you the staff is electronically providing a copy to the leader of each of the 195 countries of the world. The reason is that this is not about the United States it is about the world; it is about World Peace Forever.   

 In just the past year, hundreds of thousands of military and civilian persons around the world have been killed or wounded by warring factions. The world is currently a powder keg and there is no relief in sight.

For the past eighty years, the United Nations has had as its number one mission, and I quote, to “ensure international peace and security.” “Ensure” means to have a plan and be prepared at all times to enforce it. The UN has been a massive, expensive, bureaucratic and complete mission failure every day of those 80 years.

 I am NOT proposing we attempt to fix the UN; that is an impossible task. For example, the, power resides in the five permanent members of the Security Council, U.S., United Kingdom, France, Russia and China. Their mission statement is the same as that of the entire UN, to ensure international peace and security yet while every major issue passes through the Security Council, any one of those five nations can kill any proposal with a single-vote veto. Progress and action are impossible.

I am proposing the creation of a new global organization that is absolutely and completely separate from the UN. This organization will have as its one and only mission continuous international peace and security. The mission, in a word, is overwhelming international deterrence. I will refer to the organization as United for World Peace. I envision having at least 150 member nations.

Let me be very clear at this point. Neither the United for World Peace nor the International Deterrent Force will necessarily be led by the United States. What I intend is for the U.S. to lead the organization’s formation and make the two headquarters functional as soon as possible.

Thia concept of operations requires every member nation to be prepared at all times to rapidly deploy its highly trained piece of the overall global military deterrent force to prevent or put down any and all aggressor actions. For example:

  • For nation A their contribution might be a mechanized division with tanks, mechanized infantry and supporting field artillery. 
  • For nation B it could be tactical air forces.
  • For nation C it could be naval forces-.
  • For nation D it could be special operations forces.
  • ETC.
  • For the 36 nations in the world without a defense budget, there will be requirements for logisticians, medical personnel, police, or a forward-based airfield that can support tactical air and cargo planes.
  • For the U.S., one of its contributions could be its entire fleet of 850 military cargo planes for power projection of forces to designated hot spots plus about 500 aerial refueling aircraft, a critical capability no other nation can provide. 

There should be a small United for World Peace headquarters led by a president elected by the member nations. The staff will conduct daily operations by video conference with the Ambassadors from each nation who are routinely at their home station. 

A separate military headquarters will be headed by an experienced 4-star military elected by a majority vote of the member nations. There will be five subordinate commanders for ground forces, air forces, naval forces, deployment operations and logistics.

The military element will be referred to as the IDF.  Not to be confused with the Israeli Defense Force, the “D” for this organization stands for Deterrence.  This International Deterrence Force will have zero “defense” functions.  This force will be about continuous deterrence and massive, rapidly deployable offensive capabilities when it is necessary to immediately overwhelm an aggressor nation or group.

The military staff will consist primarily of experienced operators. Their first mission will be to draft dozens if not hundreds of potential aggressive actions.  Having done that, they will then tailor, from the world’s resources a rapidly deployable force to counter the aggression should it occur.  For example, some that immediately come to mind:

  • Russian masses a potential invasion force on the Ukraine border. The United for World Peace president and military leader would immediately visit President Putin and inform him that if the first Russian soldier crosses the Ukraine border, he will be facing the potential deployable force from the 150-nation deterrent force that is transformed into the largest most powerful military counter offensive force imaginable. Russia goes home.
  • On 7 October 2023 Hamas attacked Israel from Gaza with an opening barrage of over 4,300 rockets followed by an attacking ground force of about 7,000 killing 1,195 and taking 251 men, women, children and elderly captive. Missile and rocket attacks rained down from Hizballah, Houthis and later Iran. Israel was being attacked from all sides; was this the time Iram had planned to fulfill its four-decade promise to “destroy Israel?  

Had the International Deterrent Force been established, that invasion probably would not have happened.  If the attack was launched in spite of the International Deterrent Force, the IDF would have immediately been transformed into a massive counter offensive force with Hamas, Hizballah, Houthis and Iran being attacked from all sides by air, land and sea and overwhelmingly defeated to including destroying every one of the 3000 ballistic missiles Iran had stockpiled for the Israeli destruction.  

  • China continues to demonstrate with air and naval forces, aka known as practice attacking, the nearby island of Taiwan. The United for World Peace President and the IDF Commander would have traveled to China and demanded they cease those actions.  China disregards.  The IDF naval commander would have established an impenetrable naval blockade in the South China Sea preventing the China’s import of 11-12 million of barrels of oil per day; their life-blood. The China Navy, while harassing an IDF blockade destroyer, accidently or on purpose fired an anti-ship munition and sank the ship with IDF loss of life. The IDF commander responds by filling the South China Sea with several Carrier Battle Groups and hundreds more destroyers.  The commander gives the Communist China Leader a choice.  He can either sail his entire fleet into the middle of the South China Sea and sink them or the IDF will attack and destroy the entire fleet along with considerable collateral damage.  Disregarding and IDF order will not be an acceptable option in a world enforcing peace forever. 
  • One more example. Upon standing up the International Deterrent Force, the first visit by the United for World Peace President and the IDF Commander will be Iran. It is well known that for almost four decades, Iran has been the leading sponsor of international terrorism such as those in the current news, Hamas, Hizballah and Houthis. By “sponsor” we mean Iran finances them, trains them, equips them with small arms, rockets, missiles and drones for offensive operations. And presumably tells them when and where to operate resulting in many thousands killed and wounded.  Additionally for those same 40 years the Iran leaders have frequently openly announced to the world that their primary purpose is to destroy Israel and death to America. And what has been the UN’s reaction over those 40 years? Nothing. The IDF commander will explain that Iran’s finances will be scrupulously monitored and the first dollar that goes to a terrorist organization or the next shipment of munitions, or the next terrorist training session that takes place, the IDF will take down your entire government and military, destroy your entire stock of munitions and drones, destroy your military production capability and be prepared to take down your oil and gas production capability.    

 The underlying concept for tailoring an IDF counter force is, “Never take a knife to a knife fight.” Always plan to overwhelm the enemy with a vastly superior force.

A COMMENT ABOUT THE IDF READINESS CONDITIONS: usually referred to as REDCON.

  • IDF REDCON 1:  Normal peacetime condition.  A completed deployment plan will be in place for every member nation.  Readiness standards will be clearly articulated and enforced for every IDF element. Every nation will train their element to the highest standard.
  • IDF REDCON 2:  The United for World Peace president and IDF Commander, having identified a potential threat to a member nation, will tailor a counter IDF element for possible deployment and place them on 24-hour alert.
  • IDF REDCON 3:  All personnel and equipment for the designated units will move to assembly areas.  Deployment aircraft will move to their first pick-up airfield. Forward deployment airfields will be manned and prepared for 24/7 operations.
  • IDF REDCON 4:  Deploy all designated IDF elements to the target area and prepare to immediately initiate an overwhelming counteroffensive.

Let me reiterate at this point. Neither the United for World Peace nor the International Deterrent Force will necessarily be led by the United States. What I intend is for the U.S. to lead the organization’s formation and make the two headquarters functional as soon as possible.

NOW THAT YOU HAVE A SENSE OF WHAT WORLD PEACE FOREVER WOULD LOOK LIKE AND HOW IT WILL FUNCTION, WILL IT BE POSSIBLE TO MAKE IT HAPPEN AND CAN IT BE SUCCESSFUL?

As far as I know this proposal is a new concept of operations. Some of the problems associated with a big new idea is dealing with the naysayers; can they drown out common sense thinking? Is change possible; look at the no-change eighty-year-old United failed organization? Fear of the unknown; can it overwhelm good thinking?

Those are good questions but, fortunately for this world peace concept of operation the last half of the twentieth century provided successful proof of concept that we can study and learn from; they are one, NATO and the Cold War and secondly 1990/1991 in the Saudi Arabian desert. 

 A BRIEF LOOK BACK AT THE COLD WAR, A DANGEROUS 40 YEARS.

Mid-20th century the Soviet Union emerged as one of the world’s superpowers, the Eastern Bloc in opposition to the Western Bloc led by the U.S. It was the nuclear arms Cold War 1950 to1990. Most Americans today are not aware of the intense fear and arms build-up associated with the Cold War.

  • Across America in the 1950’s school children practiced “duck-and-cover” drills simulating what should be done in the classroom in case of a Soviet nuclear attack.
  •  Most Americans today are not aware of the magnitude of the Western Bloc force aligned in Germany to deter a Soviet invasion. For example, the United States had two Army Corps forward deployed with fighting positions predetermined for every element.  An Army division deployed along the Czechoslovakian border would be facing off against four Soviet tank divisions. A 155mm artillery battalion in that U.S. division would be armed with tactical nuclear ammunition. 
  • The U.S. came within a breath of a war with the Soviets when in 1962 they attempted to station medium-range nuclear ballistic missiles in Cuba; missiles that could thereafter strike eastern U.S. targets in minutes.

WHY DID NATO WIN THE COLD WAR?

Two reasons.  One is the power of a coalition of nations which is what NATO has been for 80 years.  Plus, there is one simple factor that makes it even a greater deterrent force, Article 5 of the NATO Charter states simply that, “An attack against one is an attack against all.” During the height of the Cold War there were in NATO 16 member nations and 32 today. The Soviets always new if they attacked it would involve fighting at least 16 nations. With this concept it could conceivably be 150 or more nations against an aggressor anywhere on earth. Deterrence at its best.  

These factors will be the corner stone of the United for World Peace charter and we have 80 years of proof of concept. Simply stated, it works. 

NOW A LOOK AT 1990/1991 AS PROOF OF CONCEPT WHEN IT COMES TO RAPID DEPLOYMENT OF A MASSIVE OFFENSIVE FORCE.

The International Deterrent Force spread around the world is not a sufficient deterrence.  It must be movable.  Power projection is a complex and difficult task but it is also within the art of the possible as demonstrated in 1990 and 1991. 

First a little background:

Saddam Hussein was president of Iraq from 1979 until his overthrow in 2003 during the U.S. invasion of Iraq.

On August 2nd 1990 Saddam Hussein sent more than half million troops and thousands of tanks into neighboring Kuwait and took complete control of the country. Kuwait is located at the southeast corner of Iraq and borders on the northeast corner of Saudi Arabia.  Hussein’s army was a force which he often and proudly referred to as, “the mother of all armies.”

The next day on the 3rd of August President Bush deployed U.S. naval forces to the Persian Gulf. Which bordered on both Kuwait and Saudi Arabia.  

On the 7th of August 15,000 U.S. troops, 32 destroyers and 100 aircraft arrived in Saudi Arabia.

8 August, the U.S. Operation Desert Shield launched.

9 August, the UN condemns the Iraqi invasion.

18 August the UN demanded Iraq depart Kuwait. The UN had 45 years of practice reacting crises with these type o worthless demands.  

The United States transitioned from operation Desert Shield, the build-up perioid, to Operation Desert Storm, the counter attack against Iraq’s mother of all armies.

Here are some statistics defining Desert Storm that will blow your mind. I’ve rounded off the numbers to make them more understandable. I’m going to read slow:                                                                         

  • Coalition member nations: 39 countries, of which 28 contributed combat forces.
  • Force size: Approximately 670,000 troops from 28 countries.
  • Coalition air component size: 2,250 combat aircraft.
  • Coalition airlift: 509,000 passengers and 595,000 tons of cargo carried.
  • Coalition sorties flown: 100,000-plus.
  • Aerial refueling: 15,000 sorties that dispensed 110 million gallons of fuel.
  • Number of dumb bombs dropped: 210,000.
  • Number of smart bombs dropped: 9,300.
  • Duration of the air campaign before ground invasion: 39 days.
  • Iraqi tanks lost during the war: 3,700 out of 4,300 in inventory.
  • Number of U.S. Carrier Battle Groups on station, 6.
  • Coalition POWs taken during the war: 26.
  • Iraqi POWs taken during the war: 70,000-plus.
  • U.S. combat-related deaths: 147
  •  Iraqi military deaths: 100,000-plus.
  • Ground war duration and this final statistic will blow your mind; duration of the ground war, 100 hours against Saddam Hussein’s more than half a million soldiers in defensive positions.

This all happened between August and the following February. Beyond the magnitude of the war-fighting personnel and equipment, think about the daily logistics of delivering food, water, thousands of tons of ammunition to be moved, and handling 70,000 POWs, all of it happening in the Saudi Arabian desert which is over 7,000 miles from middle America.  Simply amazing.

CONCLUSIONS TO THIS POINT

  • The power of a coalition of nations and the counteroffensive against Iraq in 1990-1991 are proof of concept for the formation and rapid deployment of an overwhelming counteroffensive force. It can deter and if necessary, deploy to insure world peace forever. And those two illustrations are so powerful that they can overpower the naysayers, cause us to deal with the difficulties associated with change and fear of the unknown. Bottom line, we should feel comfortable moving forward.
  • The world is a tinder box ready to explode. Neither the United Nations nor the Security Council have not, cannot, and will never be able to take on its priority mission “to ensure international peace and security.”
  • Today, most nations with a military have a multi-force organization; that is a mix of ground, air and naval forces. Contrary to this, the International Deterrent Force will consist of specific military elements assigned to each member nation. If and when the IDF needs to deploy it will be a tailored force drawn from a number of member nations. The point being that trillions of dollars in defense spending will we saved around the world every year.
  • There will no longer be a need for nations’ bilateral treaties for mutual defense; the United for World Peace deterrence will be your defense.
  • With world peace assurances in place, perhaps the next step could be a world without nuclear weapons, chemical weapons, or biological weapons

 GIVEN THIS OVERVIEW OF THE CONCEPT OF OPERATIONS, HOW SHOULD WE PROCEED AND WHAT SHOULD A FAST-TRACK TIMELINE LOOK LIKE?

  • First, I will put a team to work drafting a United for World Peace Charter.  It should be brief and to the point because it will be a single-issue organization; deterrence. That should be finished and out to the leaders of all the nations within a week.
  • Secondly, a team of civilian and military operators will create the first draft of the two headquarters; that of the President of United for World Peace and that of the Commander of the IDF. Along with the organization charts will be a one-sentence mission statement for each. Those drafts should be completed by mid-August and forwarded to world leaders.
  • Also, in August we will divide the world into small groups of nations. For example, Southeast Asia: Brunei, Burma (Myanmar), Cambodia, Timor-Leste, Indonesia, Laos, Malaysia, Philippines, Singapore, Thailand and Vietnam. We will ask one of the nations to host a one-day meeting in September. Either myself, Vice President Vance, Secretary of State Rubio or Secretary of Defense Hegseth will plan to attend the meeting to address your questions contributions and discuss where best to locate the two headquarters.
  • On 1 October we will ask you to confirm that you will be a member of United for World Peace.
  • During October, we will ask for those persons who wish to be considered for the positions of President, United for World Peace and for Commander of the IDF to forward a five-page resume to me for distribution to each of the member nations. The candidates my campaign in person or via videos until election day 1 December.
  • On 1 January 2026 the two elected leaders will stand up their respective headquarters and beginning filling out their  small staffs with the intent to be operational in 30 days.  
  • The pressure will immediately be on the IDF Commander to articulate multiple potential aggressor actions and then tailor a trained and ready counter attack force from the member nations that would be needed to deploy.

BOTTOM LINE

Implementing a concept of operations for peace forever is not about politics or religion or economics, it has to do with life and death and not living in fear. We should take note of the words from the famous author William Shakespeare who perfectly summed up our dilemma, our timing and a solution with these words:

“There is a tide in the affairs of men Which, taken at the flood, leads on to fortune; Omitted, all the voyage of their life Is bound in shallows and in miseries. On such a full sea are we now afloat; And we must take the current when it serves, Or lose our ventures.”

Beautiful and thoughtful words. The choice is ours to be bound in shallows and miseries or take the current on to fortune.

There is significant discussion today about “a new world order.” It is within the art of the possible that the new world order could be, should be World Peace Forever.

SOME FACTS RELATIVE TO IMMIGRATION AND ICE

  • All persons residing in the U.S. are supposed to fall into one of three categories; that is, a U.S. citizen or those with a Green Card permanent resident status or temporary inhabitants with Visitor or Student Visas. 
  • An estimated 20-plus million inhabitants exist outside those three categories and we do not know who they are or where they reside. 
  • The Biden Administration opened the U.S./Mexican border with the intent to flow millions of immigrants into the U.S., gain their political allegiance, thereby add another democrat identity group and seek to dominate the U.S. political scene.
  • Biden and VP Harris were committing the most egregious national security offense in our nation’s history. For example, it became common knowledge that Venezuela’s Dictator was emptying his prisons and integrating the convicts by the thousands into the masses of immigrant’s crossing into the U.S. per day.
  • The Biden/Harris open border allowed tons of fatal drugs to flow into the U.S. from the Mexican Cartels which resulted in over 400,000 drug overdose deaths by mostly young Americans.  Do the math; 400,000 divided by 1460 days in office equals an average 2,740 deaths per day.
  • During the Biden/Harris term 10.4 million immigrants that we know about crossed the border illegally; an average of 7,123 per day. Processing, transportation, debit card, cell phone, housing, food, medical etc. cost the tax payers hundreds of billions of dollars.
  • When entering the U.S. not all of the illegals sought out a border agent to be processed.  There was a group referred to as the “gotaways.” Many of them were seen on cameras and other sensors but not apprehended. The gotaways did not want to be engaged and processed because they are trans-national gang members, criminals, drug dealers, cartel operators, human traffickers, terrorists and other undesirables. In the first three Biden/Harris years there were 1,592,132 gotaways “seen” on sensors but not apprehended. The head of the Border Patrol, Paul Ortiz testified that the number of gotaways could be underreported by at least 20 percent; the real number could be 1,910,558. Then consider the number of criminals and terrorists who were not detected at all.  Bottom line, Biden and Harris set in motion a border situation in which several millions of criminals and terrorists entered into our society and are still here today. Yes, we desperately need for ICE to be free to be all they can be. 
  • It is against a federal law to be a member of a criminal street gang.  The FBI estimates there are about 33,000 gangs in the U.S. with a total of about one million members. The Biden/Harris open border has paved the way for the growth of transnational gangs which are known to be particularly vicious; for example, Tren de Aragua from Venezuela and MS-13 from El Salvador.
  • ICE, Immigration and Customs Enforcement, is a U.S. federal agency whose mission is, “To protect America from national security and public safety threats by enforcing immigration and customs laws” to include detaining unauthorized immigrants and removing them from our country.
  • ICE federal agents move around the county to arrest and then deport illegal alien criminals. Working against ICE, mayors, law enforcement, city officials, etc. are guilty of announcing the agents’ arrival and plans thereby alerting the criminals and giving them an opportunity to evade.
  • A group of liberal House democrats have introduced legislation to abolish ICE and all its federal agents. 
  • Candidate Trump understood these facts and campaigned hard on immigration reform and fixing national security. The democrats countered with the idea that immigration could not be fixed without legislation to do so and blamed the republicans for not passing the appropriate bills. 
  • President Trump took illegal immigration and crime on as his number one priority without help from Congress. In his first full month in office, the Trump administration’s proper enforcement of laws and deletion of Biden/Harris policies reduced illegal immigration from 189,913 February 2024 to 8,326 in February 2025 and by May 2025 that number dropped to zero.
  • The border is now closed. How?  One, President Trump told the world they are no longer welcome under the Biden/Harris rules.  Two, he stationed about 10,000 U.S. soldiers on our side of the border and third convinced Mexican President Sheinbaum to deploy an additional 10,000 soldiers on the Mexican side.

DEPORTATION ISSUES

The millions of inhabitants who are here uninvited have broken a federal law, are therefore a criminal and should therefore be considered for deportation.  The President has chosen to begin with a “worst first” concept of operations. That is, seek out and deport first the criminals who have committed crimes beyond just being an illegal alien. 

But that is not going well as the democrats, fake media and out-of-control federal judges hammer away at all his deportation policies thereby making it harder and slower than it should/could be.

There is a way to bring more clarity to the entire deportation concept and perhaps take some pressure off of ICE. That is, segregate the illegal aliens into two distinct categories; those whose only crime is illegal entry and those who are also a threat to society.

The best way to distinguish the two groups is to issue a form of documentation for the good folks and the lack thereof for all others.

There are millions of illegals who have a job, are law-abiding, are valued/necessary employees or self-employed, are respected neighbors, have been here for years, perhaps pay taxes, are not on welfare and should be considered for future citizenship.

THE DOCUMENTATION PROCESS

The intent of this Immigration Reform Plan is to get a documentation card into the hands of the “keepers.”  The card will be called the Illegal Alien Card, IACard.   


PHASE ONE, JUL, AUG, SEP 2025

The President prepares a 10-page law based on the procedures explained herein followed by Congressional passage of the Immigration Reform Plan.  The language in the law must be very specific and not subject to interpretation or change by States or local authorities or rogue federal judges.

Additionally, in Phase One, each State will get a head start by setting up IACard registration sites.  A logical solution is to temporarily add many new positions to every DMV office. 

Furthermore, in Phase One, every law enforcement agency in the United States will forward information to the Federal Bureau of Investigation on every felony committed by an undocumented inhabitant (who, what, when and where).  The FBI will establish and maintain a national database of these cases which allows for an immediate check against an application for an IACard.

PHASE TWO, OCT, NOV, DEC 2025

Every undocumented inhabitant in the U.S. will have the opportunity to report to an IAC registration site in the state where they reside in accordance with a published alphabetical schedule (last name beginning with A, B, C, or D report during a period in October, etc.). 

  • If the applicant has a felony conviction or is a known gang member, they will NEVER be eligible for an IACard.  This is an example of the specificity of the language that must be in the Immigration Reform Law; one strike and out. 
  • Prior to appearing at the IACard registration site, each applicant must download a Federal Form, Statement of Employment. fill it out and have it signed by their employer or if self-employed signed by a local official. The form must contain a statement of strong penalties for any employer signing a false statement.  Registration fee for the IACard is $50 per year.
  • The IACard processing office will check with the FBI data base to determine if the applicant has a criminal record. If so, no card.
  • The sophistication of the card will be similar to that of the Real ID card currently issued to U.S. citizens with the addition of an illegal ID number, similar to a social security number. Every illegal ID number will be sent to the IRS which will maintain the nation-wide list for tax purposes.

PHASE 3, 1 JANUARY 2026

Phase 2 registration is one-and-done and will never be repeated.  That is, every illegal immigrant in the U.S. on 1 January 2026 will be either a documented legal holder of an IACard or they are deportable.  Holding an IACard is a pardon from the crime of being in the U.S. illegally.

On 1 January 2026, any employer who employs an undocumented worker (no IACard) will be subject to a fine of $25,000 for each worker, first offense; $50,000 each worker, second offense. No exceptions, no excuses. No employer is going to risk their livelihood over the employment of an illegal alien. Laws change behavior and add accountability of employers into the immigration solution.   

This simple act of requiring illegal aliens to carry an IACard will have four positive and immediate results:

  • First, employers will protect themselves from potentially heavy fines by only hiring inhabitants who have a valid IACard.
  • Second, undocumented inhabitants who choose not to apply for an IACard or were denied an IACard will not be able to find an employer who will take them on.  They will therefore be unemployable, will be constantly liable for deportation if detained for any reason and many will likely return to their country of citizenship.
  • Third, foreigners contemplating illegal entry into the United States in order to work will soon learn that no employer is going to hire them and illegal entry will be futile. This inevitable behavior change will, by default, reduce illegal immigration to a trickle.    

PHASE 4, 1 OCTOBER 2026 

This phase begins the twelve-month reissue of IACards; $50 fee.  The card color will change each calendar year.  ONLY (again, specificity in the law) those inhabitants holding an IACard can receive a renewal card.  Additionally, they will be denied renewal if they have been unemployed and made less than $5000 or if they have been convicted of a felony.  Once denied, they will be detained, deported and never receive another card. Any IACard that is not renewed by the annual renewal date will automatically be moved to the government’s deportation list.

FUNDING IMMIGRATION REFORM

In order to fund the Immigration Reform Law, a provision in the law will require IACard holders to pay 10% Federal income taxes on earned income.  Employers must issue a 1099 using the individual’s IACard number to identify them to the IRS.  The IRS will establish a National Registry of Card numbers and the data base will list earned income and taxes paid for the previous year.  During the IACard renewal process, the registration center will immediately access the IRS data base to determine if the applicant has in fact been employed, made at least $5000 and paid taxes.  No tax records, no renewal and the applicant will be detained and deported.  The Federal Government will retain 2% of the tax revenue to fund three national data bases for The Immigration Reform Plan. The remaining 8% will be returned to the States in proportion to the number of IACard holders to fund the processing centers.  

Any IACard holder convicted of a felony will have their card pulled, be detained and deported.  That person’s file and IACard number will be annotated at the national registries to ensure that any future attempts to reapply will be denied.

An IACard holder who loses his or her job may immediately place an employment application to a National IACard holder registry website maintained by the Department of Labor.  This database will describe the IACard holder’s skills and be broken down by zip code.  An employer seeking to hire, for example, a carpenter has two options. One is to make direct contact with an IACard holder; second is to review the Department of Labor national data base of unemployed IACard holders.

THREE NATIONAL DATA BASES

-One maintained by the FBI of all illegal aliens with a criminal record.

-The data base of active IACard holders maintained by the IRS. 

-The jobs-availability register at the Dept of Labor. 

 IACARD HOLDER PRIVILEGES

  • One, they may apply for a state vehicle operator’s license and will be tested in English. A provision of the law will be that every state must prominently display the individual’s IACard number on the State Driver’s License.  Additionally, every applicant must show proof of auto insurance.
  • Two, a current IACard will authorize the holder to legally cross U.S. borders. 
  • Three, legal holders may apply for an IACard Dependent Card (using the sponsor’s IACard number with a suffix) for their spouse and children (no extended family members).  If granted, the sponsor will be authorized to escort the dependents across the U.S. border.
  • Four, after legally holding an IACard for five consecutive years, that person is eligible to apply for U.S. citizenship for themselves and their immediate family (spouse and children).
  • Remember, these people are here illegally.  Therefore, they will NOT be eligible for social security, welfare payments of any kind, food assistance programs, Medicaid, or social services.  This will save hundreds of billions of dollars per year in federal and state assistance payments.  

CONCLUSIONS

  • Is this plan doable? Yes, it’s simple and it’s funded by the illegal aliens.
  • This plan will readily identify illegal inhabitants who are currently a drain on Federal and State support systems and provide for their deportation. 
  • If employers want foreign workers, they must become involved and accountable. Their only requirements are to hire IACard holders and to report employee earnings to the IRS.
  • For current ICE deportation operations, all illegal aliens can be easily segregated, those documented and those not.
  • This will assist in silencing the ignorant citizens and politicians who are currently interfering with and threatening ICE federal agents who are legally working to accomplish their specified mission.
  • For this immigration reform to work two things have to happen.  First, the Congress has to pass a pure, non-watered down, straight-talk law with specificity that is not subject to interpretation by bureaucrats at the Federal, State or Local levels.  Secondly, the FBI, IRS and Department of Labor, will need to develop high-speed, simple, secure, data bases that are immediately accessible by State and Local officials.  We cannot afford to create a bungling bureaucratic morass like the current Immigration and Naturalization Service.

BOTTOM LINE

Any attempt to deport all 20+ million illegal aliens is neither essential nor desirable. For example, I live in the “horse country,” a 10-12,000-acre area outside Southern Pines, North Carolina. Owners of the 700+ horse farms have nothing but praise for the work ethic and community spirit of the hundreds of Latin farm employees. I’m sure there are many similar work examples across the nation.

Immigration reform is not about democrat’s amnesty or republican’s closing the borders, it is about accountability and changing behavior. 

Yes, deportation of the “worst of the worst” is a valid and essential concept of operations.  But, also is setting up the “best of the best” for eventual citizenship.

The deportation issue needs greater definition.  It is the right thing to do.

MR. PRESIDENT, SPEAK TO THE WORLD

Mr. President, Iran has us dangerously close to World War III. Whatever decisions you make with regard to Iran and Israel must be put in perspective and completely understood. Along with making the decisions, it is equally important that we-the-people are knowledgeable enough to understand why you are doing what you are doing. 

The intent of the following information is to provide a blueprint for your speech writers.  This is also time sensitive; providing the information after-the-fact is of no value.

Mr. President, you must understand the reality in our country is that whatever you decide to do, you will be opposed by oppressive, ignorant media even if they know you are correct; by those under the age of thirty just because they have demonstrated they have almost zero knowledge of recent history or accurate understanding of current foreign affairs; and by Democrats in general and especially Democrat leaders who just do not want you to get a win, no matter if it is in the best interest of all Americans and the world. 

Hear are some of the irrefutable facts they should hear directly from you and understand.

UNINFORMED AMERICANS:

Anti-Israel, pro-Hamas/pro-Palestine university students and college professors have been demonstrating on campuses across America with help from all democrats and our media.  They believe Israel is the aggressor when their entire existence as a nation has been one of defense.

How does one defend Hammas’ actions when on 7 October 2023 they attacked Israel brutally killing about 1,300 mostly civilians and taking 251 hostages.

Wikipedia: “Since 2001, Palestinian militants have launched tens of thousands of rockets and missiles from the Gaza Strip as part of the continuing Israel-Palestinian conflict. The attacks, widely condemned for targeting civilians, have been described as terrorism by the United Nations, the European Union and the Israeli officials and are defined as war crimes by human rights groups Amnesty International and Human Rights Watch. 

Hamas attacks: In the first year of the Hamas invasion, they killed 728 Israeli Defense Force IDF troops and fired over 26,000 rockets and missiles into Israel, mostly at civilian targets. The IDF has killed an estimated 17,000 terrorist operatives in Gaza. 

Hezbollah invades: The following day, on 8 October 2023 Hezbollah terrorists in Lebanon at the Israeli northern border attacked with artillery, rockets and missiles. In the first year of the war, they fired over 8,000 rockets into Israel at civilians displacing nearly 100,000 Israelis from their homes.

By November, 2024 the IDF had counter attacked and defeated Hezbollah.

Iran attacks: During April, 2024, Iran also attacked Israel with 170 drones and more that 120 ballistic missiles into Israel.

Houthis attack. During the latter half of 2024 and into 2025 the terrorist group Houthis located in Yemen have attacked Israel civilian targets with missiles and drones. The Houthis’ slogan calls for, “Death to America, Death to Israel.” More on that popular assertion later.

In spite of the above facts, there are at least thousands of you Americans who are speaking out and demonstrating for terrorists and against Israel.

ISRAEL’S HISTORY OF DEFENSE:

In 1947 the United Nations voted to partition the Eastern Mediterranean Sea region into separate Jewish and Arab states. The State of Israel was proclaimed in 1948, and Egypt, Transjordan (later Jordan), Syria, Lebanon, and Iraq immediately declared war on it. Israel won that war as well as the 1967 Six-Day War. 

Another war with its Arab neighbors followed in 1973. Peace negotiations between Israel and the Arab states and Palestinians began in 1991. Israel and the Palestine Liberation Organization, PLO agreed in 1993 to a five-year plan to extend self-government to the Palestinians of the occupied territories. Israel signed a peace treaty with Jordan in 1994.

Israeli soldiers and a Lebanese militia, Hezbollah, clashed throughout the 1990s. In an effort to stem the fighting, Israel in 2005 withdrew its soldiers and settlers from parts of the West Bank and from all of the Gaza Strip, which came under Palestinian control. In 2006 a Hezbollah operation against Israel resulted in a month-long war in Lebanon.

The peace process between Israel and the Palestinians came to a near halt during most of the 2010s, and tension between Hamas Terrorists, who took control of the Gaza Strip in 2007, and Israel escalated to open fighting several times between 2012 and 2021. Hamas Terrorists  began the war on 7 October 2023 that killed more than 1,200 people, primarily Israeli citizens, making it the deadliest day for Israel since its independence.

THE IRAN REGIME:

Mohammad Reza Shah Pahlavi took over Iran in 1941. He ruled until the Iranian Revolution in 1979 when the Shah was forced to leave Iran on 16 January 1979. Ayatollah Khomeini returned from exile and officially seized power on 11 February. In March Iran became an Islamic Republic. The Constitution then adopted invested ultimate power in Khomeini which led to the establishment of the Islamic Republic which exists today. The revolutionary Muslim clerics were led by Ayatollah Khomeini.

The second leader of Iran, present-day Khamenei, has led since 1989, 36 years. As Supreme Leader he has either direct or indirect control over the executive, legislative and judicial branches of government, as well as the military and media. All candidates for the Assembly of Experts, the Presidency and the Parliament are vetted by the Guardian Council whose members are selected directly by the Supreme Leader.

Khamenei is hated by a large segment of his population. Major protests have been put down by his military in 1994, 1999 student protests, the 2009 presidential election protests, the 2011-2012 general elections, 2017-2018 general strikes, the 2019-2022 general protests. It is not unusual for journalists and bloggers to be imprisoned for insulting Khamenei or for women improperly wearing their head dress.

DEATH TO AMERICA” AND “DEATH TO/DESTRUCTION OF ISRAEL”

On 4 November 1979, when Iranians seized the U.S. Embassy, they surrounded the embassy shouting “death to America.” When the embassy prisoners were released on 20 January 1981, students formed parallel lines and shouted “death to America as they departed.

Throughout the history of the Islamic Republic of Iran the slogan has formed a pillar of their values. It is regularly chanted at Friday prayers and other public events, often accompanied by burning of the U.S. flag. In 1987 leaders declared the anniversary of the U.S. Embassy seizure a national holiday called “Death to America Day.”

“Destruction of Israel” chant and burning of Israeli flags has for years been a part of the Islamic Republic anniversary since 1979 as well as being an important part of what Iran is attempting to do to Israel this week with their 3,000 missiles.

THE UNITED NATIONS:

Their mission is, “The maintenance of international peace and security.” That is also the mission of the all-powerful UN Security Council.

We have to face the fact that the UN has been and continues to be a massive, expensive, bureaucratic disorganized failure. 

Had they been active and successful in their mission to maintain international peace and security, we would not have had the Khamenei Regime in power for nearly the last four decades. We would not have had Israel invaded almost continuously over the past four decades.

A NUCLEAR IRAN:

The UN nuclear watchdog, known as the International Atomic Energy Agency (IAEA), is responsible for promoting the peaceful use of nuclear energy and preventing its miliary use including nuclear weapons. It exists to monitor nuclear programs and ensures compliance with international safeguards to verify that nuclear materials are not diverted for military purposes.

The U.S. signed on to the 2015 Nuclear Deal with Iran in which all nuclear activity was to be “exclusively peaceful.”  OK so far.  Then the UN’s IAEA was refused entry into the nuclear facilities by Iran to inspect their process, purpose and expected completion date. And the UN let them get away with it.

This is another 100% failure on the UN’s part.  They just didn’t make the inspections happen.

IRAN’S FRIENDS:

RUSSIA: While it is clear Iran and Russia do not have a formal specific defense assistance agreement, their 2025 treaty requires the two nations to exchange information, hold joint military exercises and “ensure regional security. “

CHINA:

Through strategic military agreements and joint exercises, Iran and China are cementing their ties amid rising tensions with Western nations

Iran, Russia and Chin naval forces just recently March 2025 completed a joint exercise in Iran’s territorial waters off the Gulf of Oman.

China has allegedly shipped missile components to Iran and its proxies. China and Russia celebrated the anniversary of the Ukraine war by reaffirming their “no limits partnership.”

Such cooperation will allow the three nations’ militaries to feel more comfortable operating together if a regional crisis emerges.

CONCLUSIONS:

  • Iran cannot be trusted to tell the truth about anything.
  • Iran is the center of gravity for world-wide terrorism.
  • Iran has been the leading sponsor of world terrorism for about 40 years. Iran trains their leaders, provides their financing, provides firearms, ammunition, and tens of thousands of rockets, missiles and drones.  
  • The Iranian people may well accept a peaceful successive Iranian government that will blend into a peaceful Middle East and cut ties with Russia and China.
  • Shame on the U.S., the collective nations of the world and especially the United Nations for ignoring Iran’s actions for the past 4 decades and thereby actually advancing death and destruction around the world.
  • Nothing changes in Iran until the current Khamenei Regime ceases to exist.

SOME ALTERNATIVES:

  1. Silently and within a few days fill the Persian Gulf, the Straights of Houmous and the Gulf of Oman with combat naval ships from many nations and then call Khamenei and tell him unless he immediately shuts down all nuclear operations, shuts down 100% of all terrorist assistance and if terrorists in the middle east commit one single combat action, Iran’s oil shipping will cease to exist immediately to include the 3 million barrels per day provided to China.  Iran will quickly go broke and we will promise the Iranian people that as soon as they overrun and take down the Khamenei Regime, he and existing subordinate leaders and organizations must be replaced by a freedom-loving president ready to join the other peaceful Middle Eastern nations.
  2. Send the U.S. 3,000-pound bunker busters then support the Iranian people to take down the Khamenei Regime as described in paragraph 1 above.
  3. The Israeli air attacks take out Khamenei then demand a complete and unconditional surrender by the remainer of the Regime who will immediately step aside and be replaced by a new peaceful government. 

BOTTOM LINE:

Doing nothing is not an advisable alternative.  We have enough senseless death and destruction. End this one within a few days.

LA RIOTS, 1992 and 2025

BACKGROUND:  March, 1991 the nation saw, on film, five white LA police officers brutally beat a black gentleman, Rodney King. 

While all of us had viewed the taped beating over and over in great close-up detail, a year later those five police officers were found not guilty by an all-white jury.  That verdict was announced at 3:15 pm 29 April, 1992. 

Three hours later, by 6 pm, riots were breaking out all over Los Angles, but primarily in South-Central LA. It escalated like a wild fire and the final tally was as follows: 55 killed, over 2000 injured, about $1 Billion dollars in damages ($2.2 billion in today’s value), over 10,000 rioters were directly involved in looting, burning and destruction, over 1000 buildings seriously damaged or destroyed, the fire department responded to more than 4000 fires. This was not taking place at 5th and Main, it covered an area of about 100 square miles of built-up urban terrain; by far the most difficult terrain in which to perform a military operation. 

Largest riot in U.S. history.

President George H.W. Bush dispatched 1000 Federal riot-trained law enforcement officials, FBI SWAT teams, special riot control units of the US Marshals Service, Border Patrol, Bureau of Prisons personnel and other Federal law enforcement agencies.  Governor Pete Wilson was on the scene full-time with a small staff.  The California National Guard began rolling towards LA.  On scene was the LA Chief of Police Daryl Gates and the LA County Sherriff, Sherman Block.  Gathered in outlying areas was most of the California Highway Patrol.  A brigade of Marines from Camp Pendleton had been alerted. 

But, no ONE was in charge and there was no plan.

At about the 36-hour point, May the first at about 2 a.m. my command, 7th Infantry Division located at Fort Ord, CA about 300 miles north of LA, received a call from our military higher headquarters in Atlanta, and were told, “a military force may be needed in LA but don’t do anything yet.”  Dumb order, we, by design the most rapidly deployable infantry Division in the world, immediately began to plan for a rapid deployment.  Six hours later at about 0800 we received a second call, “there will be a military deployment but it will not be the 7th ID.”  CNN was following everything related to the riots live and continuously.  Thirty minutes later we watched President Bush, live on TV, walk into the White House Briefing Room and announce, “I have decided to deploy elements of the 7th ID to LA.”  Game on.

We just happened to have two C-141 Air Force transport aircraft on the ground for deployment training at nearby Monterey airport.  The “ready brigade” began immediately to move and the airlift to LAX began. 

By noon I was on the ground in LA with a planning staff. All I could see and sense was chaos. And most concerning was that the California National Guard continued to stream into the city with no deployment plan in place.

No one in my chain of command up to and including General Colin Powell, Chairman of the Joint Chiefs of Staff, knew President Bush was going to make that deployment announcement.  I had no guidance and never did get any. Old saying, “when in charge, take charge.”

GET CONTROL, the first essential element of planning. A dozen of the Division’s best majors (I called them my iron majors) were flown in immediately and I assigned them as my personal liaison to the Governor, Mayor, Chief Gates, Sherriff Block, Highway Patrol, all the Federal Agencies, the CA National Guard and the Marines. Before dispatching them, I looked them in the eye and told them exactly what they were to do. “You stay about 3 feet from your principal at all times and tell me everything they do, everything they say and who they communicate with. There can be only one boss of this mess and it’s me.  You understand?”  Their mission was to get their principal on a conference call with me at 8 a.m. every day wherein I would give them an overall assessment of the night’s activities and what was to be accomplished in the next 24 hours.  Principals only on the conference call.

As if President Bush’s surprise deployment announcement at 0830 that morning wasn’t enough; he saved another one for later in the day.  At 6 pm CA time, 9 pm at the White House, President Bush presented an update briefing to the nation.  First topic of the speech was, “I have decided to Federalize the California National Guard.”  At that moment, with those words, I became the Commander of the CA National Guard and they all became federal U.S. Army soldiers.  That was actually a blessing because we immediately took charge of their rally points, established training stations (particularly to train rules of engagement) and integrated them into the overall deployment plan

The day we arrived on the scene the city was shut down, 24-hour curfew.  There was no public transportation.  All stores were closed.  People were running out of food. I tried to make it as clear as possible that we were there to create a safe and secure environment so the city could systematically resume all operations.  It worked.  Community support was outstanding.

We trained hard every day and night at Ft Ord to be able to rapidly “close with and destroy the enemy.”  No enemy in LA.  My first task was to solve that problem. How do you tell each individual soldier what he/she can and cannot do?  I wrote the Rules of Eengagement on the plane on the way down, called them back to my chief of staff who had printing people standing by.  Thousands of 3×5 cards printed with the ROE were soon available; one for every soldier and marine to have in his or her breast pocket.  

Soldiers flew into LAX, were loaded on the city buses and transported to an abandoned air strip in the middle of Central/South LA.  Every squad leader and his or her soldiers began at the head of the strip and moved from station to station observing scenarios that were being briefed and played out to illustrate the rules of engagement.  First rule, “everyone has the inherent right of self-defense”.  At the end of the air strip they were issued ammunition, got back on a bus and were deployed.  By the middle of the first night, we had all 12,000 trained and deployed. 

KEYS TO SUCCESS:

  • UNITY OF COMMAND: Decisions made often and continuously from one source.  The Chief of Police, Daryl Gates was more of a celebraty than leader.  I met with him the first night; his greeting, “General, we don’t need you and we don’t want you.”  I won’t print my response. Sounds a little like the feelings of the Governor Newsome and Mayor Bass. 
  • RECOGNIZE THE DIFFERENCE BETWEEN DELIBERATE PLANNING AND CRISIS PLANNING. In a crisis, time is the enemy. Think in terms of 24 hours ahead, constantly assess, change rapidly when required and execute in 6-hour cycles.
  • DEFINE THE BATTLESPACE AND CREATE SITUATIONAL AWARENESS. From what we can see on TV, each day the agitators, looters and rioters gather in mass in designated areas then the military and first responders form up in the streets and it is one big group facing off with another.  While the agitators fill the streets, they form a human barrier behind which the looters can break into and clean out the stores’ valuable merchandise.

The military is currently on defense.  They need to be on the offense and take complete control of the entire battle space. In this type of situation, the only way to do that is to begin with a 24-hour curfew. Why? Two reasons.

First, a 24-hour curfew levels the playing field and provided the military with an opportunity to “organize for action.”

Put a trained and ready team of soldiers on every street corner in the area of operations. They will provide continuous near-100% situational awareness.  Also, organize multiple rapid-reaction elements.  They would consist of a small tactical force mounted in vehicles standing ready to react to a near-by incident in seconds.

When a group begins to gather, they will be told by the two street-corner soldiers to immediately disperse and depart the area respecting the curfew. Most will not comply. A ready reaction force will immediately engage the group and because they are in violation of a lawful curfew they should be taken down, loaded on buses and hauled off to a central processing point. 

The” processing point” will need some special attention.  For example, because, “most of the police are needed on the street” there will be bare-minimum manning for processing. In fact, it should take all night to do so. You get the picture.  Make an example of those who disobey the law and keep them from forming up a large mass looting, destroying property, burning and attempting to harm those who oppose them.

The second advantage of the curfew is that it can be extended on a daily basis if necessary. Also, the curfew involves every person in the community.  Everything is stood down.  Everyone wanting/needing to get back to work will be creating pressure on the city leadership and by extension on the riot organizers to stand down.

  • LEARN FROM THE PAST: Define what we are seeing on TV every day. Looks a lot like the “summer of love,” 2020, when across the nation rioters were battling law enforcement as Black Lives Matter, antifa leftist organizations and other agitator groups were gathering in the streets in cities across the nation night after night to loot, burn and attempt to harm first responders.  100 days.

BOTTOM LINE:

2025 is looking like deju vu all over again.  We should do better. We can do better.

PRESIDENT’S TO-DO LIST: ELECTION DAY RE-DO

PROBABLY:

On Tuesday, November 3rd, 2026, tens of millions of Americans will get up, hurry around, get the kids off to school, fight the traffic getting to work and work a long day.  And many will conclude they cannot find the time to vote.

WHAT IS WRONG WITH TUESDAY?

Given the importance of a federal election, one would think we, collectively, should do everything possible to get every eligible voter excited about going to the poles.  But, we don’t. 

Last year during the 2024 presidential election there were about 245 million U.S. citizens eligible to vote.  About 90 million did not. In the last four presidential elections between 59% to 64% of those eligible actually voted; pathetic, disgusting, incredible and unacceptable.  Free and honest elections is one of the cornerstones of our republic.  

That voting record speaks volumes about how much we take for granted.  A democracy needs maintenance, some TLC and attention if it is to thrive and survive. Voting is the act of reaffirming that we care about our democracy.  It is both a right and a responsibility.

Our Constitution (article 1, section 4) specifically gives Congress the power to regulate the, “Times, Places and Manner of holding Elections.”

In 1845 Congress passed a federal law designating, “The first Tuesday following the first Monday in November” as the time for Federal elections. In 1845 most of the U.S. population was agrarian and it was not uncommon for farmers to have an all-day round trip by horse and wagon to reach a polling place.

Why November?  Why not April or July or January.  In most of the country the weather can be bad in the winter. Spring planting as well as summer and early fall harvesting were very busy times across the country in 1845.  By November, the crops were in and the majority of agrarian voters had time on their hands; hence November elections.  

Today, most folks are a little busier on a Tuesday in November than they were in 1845.  So busy that about 90 million find a reason not to vote; too busy, polls closed too early, traffic was bad, no one to watch over the kids, lines were too long, just don’t care, etc.  

Common sense says we need to take away those excuses. All it will take to fix it is a new one-paragraph law passed by Congress. 

WHAT TO DO?

Changing election day from Tuesday to Saturday or Sunday could eliminate some of the lame excuses but, just specifying the weekend is still not perfect. The Bureau of Labor statistics, says about 34% of Americans work on the weekends.

To overcome weekend work, the new law could make Federal Election Day an official national holiday and, specify that everything except “essential services” be closed.

But the lingering question is, why just one day? Why not an election weekend and an election holiday on Monday?  Congress could/should designate the first full weekend in November for national elections. In 2026 that will be 7-8 November with the holiday on Monday the 9th. With that, the excuses go away and at least some of the 90 million will surely make the effort to vote.

WHAT ELSE?

While we are re-doing the election-days law, there is another issue that needs to be fixed and it can be done with a simple sentence. 

Currently, as the hours pass during election day, media sources conduct exit polling at voting sites all across the country and then see who can be first to declare a probable winner.

So, what is wrong with that?  What is wrong is that as the polls close on the east coast and winners of a national contest are projected, this is a potential disincentive for those on the west coast to vote. “Why should I vote, the decision has already been made,” they will say.

A reasonable solution could be that if the polls close at 7 pm on Monday in Hawaii, the results across the continental U.S. could be released early in the morning on Tuesday.

To fix this, simply add a sentence to the new law stating that, “No election result data, actual or perceived by any calculations of any kind from any election source, official or unofficial, will be released until the polls are closed in Hawaii on Monday of the election weekend.”  

CONCLUSIONS

True, we all WANT to know the projected winners as soon as possible. Also true, there is absolutely zero NEED to know before all the polls have closed.

This whole Tuesday-only election-day nonsense is out dated.

Also, a multi-day election solution is just plain common sense.

Some will claim that adding a new federal holiday will be one too many. If so, then just eliminate Columbus Day, it’s not very important anyway.

BOTTOM LINE

Voting is a RIGHT; hundreds of thousands of Americans died during the Civil War fighting for everyone’s’ right to vote. Voting is a PRIVILEGE not afforded to many people in the world; we should feel obligated to act out that privilege.  Voting is a RESPONSIBILITY; freedom isn’t free and voting is a small price to pay.

The White House staff should write it up, President Trump should advertise it with a national address and Congress should bury the hatchet for once and all vote “yes.”

OK, it’s a no-brainer, Russia dominates in every category and should win easily.

NOT SO FAST, LET’S BEGIN BY LOOKING AT SOME KEY ELEMENTS OF INVASION-101.

  1. When planning a mass invasion, it makes sense to position the invading force as quickly as possible just before launching.  The element of surprise is a force multiplier.  Also, it gives the invaded country less time to prepare a defense. RUSSIA DID NOT DO THIS.  For months in the summer and fall of 2021 and early in 2022 the Russian invading force assembled at multiple locations near Ukraine. A pending Russian invasion could not have been more obvious to the world and especially Ukraine.

2. Controlling air space is a force multiplier. By comparing numbers, it looks like a no-brainer for Russia ranked second in the world in aircraft inventory against Ukraine ranked 31. Invasion-101 would suggest that on day-one of the invasion Russia would flood the sky with aircraft to accomplish three things. First, crater the runways at every airbase. Simultaneously take out as much air defense capability as possible. Finally, destroy as many Ukraine aircraft as possible on the ground. Deflate the enemy by taking out their air power immediately.  RUSSIA DID NOT DO THIS.

3. Unity of command, a must-have.  While the attacking force will take place at differing access points it only makes sense to have a single theater commander to optimize air/ground operations and allocate other resources to most effectively inflict maximum damage on the enemy; create shock and awe.  RUSSIA DID NOT DO THIS; They had five co-equal commanders in theater.

4. Prioritize logistics. Two rules. Do not attack until sufficient critical supplies such as ammunition and fuel, are in-theater and properly positioned to support the force. Additionally, be prepared to move supplies forward as rapidly as the attacking force is moving.  RUSSIA DID NOT DO THIS.  Soon after launching the attack, some elements literally began running out of gas and lost their momentum. It also gave Ukraine force time to adjust and strengthen their defense while the five commanders were arguing over who gets the next supply shipment.

5. Untrained soldiers. The Russian military is not a popular organization and thus has a low percentage of volunteers. It is essentially a conscript force with a large percentage of the force, at any point in time, is in the midst of their one-year of mandatory service. Following basic training and assignment to a unit, many of the soldiers may not have even participated in a unit field training exercise before they are moved into the reserves after one year.

6. Poor leadership at the point of execution.  Why? Russia has never invested in, created nor fielded a professional non-commissioned corps; the heart and soul of our military. Their culture has always been and continues to be centralized decision making at a senior level; usually lieutenant colonel and above. The result, a squad leader engaged with the enemy is not authorized to make critical, timely tactical decisions on the ground thereby losing momentum and failing to take advantage of targets of opportunity. They seriously lack unity of effort among the squads, platoons and companies in a combat battalion.

7. Poor morale.  Most soldiers do not want to be in the military. One reason is that basic training is noted for its brutal hazing.  During the first years following the breakup of the Soviet Union in 1991, while struggling to put together the Russian armed force, soldiers were actually starving to death, not paid and suffering through winters without adequate housing.

Putin did a special 160,000-man call-up for the Ukraine invasion.  In an immediate two-week period, an estimated 370,000 young Russian men fled the country while facing a 10-year prison sentence for purposely avoiding military service.

Soldiers deliberately sabotaging their own vehicles and weapons has and continues to be a serious problem. “The vehicle that is transporting me to the front lines will run out of gas before we get there if there is a small hole in the gas tank”.

According to the International Institute for Strategic Studies at least 172,000 Russian soldiers have been killed and 611,000 wounded in the first three years of combat.  That’s an average of 715 kia/wia EVERY DAY.

TWO REALITIES HAVE GUIDED THIS WAR

UKRAINE: For about eight years prior to the February 2022 actual invasion, Ukraine had been anticipating Putin’s actions and therefore planning and training precisely how to execute a defense in depth with motivated troops.

RUSSIA: This has not been the General’s war from the beginning of the invasion planning. Many suggest this has been Putin’s war with he and his security group calling the shots.; also known as “amateur hour” resulting in 715 killed or wounded Russian soldiers every day and struck in-place with about 20% of Ukrainian land occupied, not in a few days but in over three years of combat.  

BOTTOM LINE

Why can’t Russia win?  The Ukranians are fighting for their lives while the Russians along with their North Korean augmentees are not sure why they are fighting and dying. There is an old applicable saying, “It’s not the big armies that win wars, it’s the good one.”
